Job description
Intrepid Solutions has an opportunity for an Acquisition Management Specialist position supporting our US Army TENCAP client, to help enable the Army to rapidly exploit and influence national capabilities and architectures in Alexandria, VA.
The Acquisition Management Specialist shall:
- Provide acquisition guidance to functional area technical experts based on a working knowledge of DOD and IC acquisition regulations and policy.
- Have experience in the acquisition process as directed by the DoD 5000 series, Federal Acquisition Regulation (FAR), DoD and Army HQ ASA(ALT) policies and procedures.
- Draft PWSs, Acquisition Strategies, Acquisition Plans, lifecycle cost profiles, Acquisition Program Baseline (APB) as required, and annual ACAT Reviews.
- Document functional requirements, and functional and technical modifications in a work breakdown structure (WBS) and an Integrated Master Schedule (IMS) created and maintained in Microsoft. Input shall include the impact to milestone plans, existing and required personnel resources and funding needs, and established priorities and critical milestones.
- Develop annual spend plans, develop Program Objective Memorandum (POM) briefs, author Procurement & Research, Development, Test and Evaluation Forms (P&R) forms, prepare for acquisition milestone reviews and Milestone Decision Authority (MDA) reviews, development and staffing of Acquisition Decision Memoranda (ADM).
- Provide advice in the development of various information and decision briefs, including the TENCAP General Officer Steering Group (TGOSG).
- Provide input to the development of SAMPs to address the program’s overall acquisition approach, including acquisition strategy for TENCAP projects.
- Develop, staff and archive interagency agreements, Memoranda of Understanding, and Memoranda of Agreement.
- Review and / or coordinate updates to Statutory Documentation: Life Cycle Support Plan (LCSP), System Engineering Plan (SEP), Test and Evaluation Master Plan (TEMP), Risk Management, Program Protection Plan (PPP), Software Development Plan (SDP), Information Assurance Plan (IAP) and Clinger-Cohen Act Self-Assessment.
OPERATING HOURS AND EXPECTATIONS:
- This position anticipates standard work hours, Monday-Friday.
- This position permits telework one day per week.
TRAVEL:
- Limited or minimal travel expected.
CLEARANCE:
- Active TS/SCI clearance required.
EDUCATION:
- Master's degree preferred OR
- Bachelor's degree + 6 years of work experience OR
- 10 years of work experience
CERTIFICATION(S):
- DAU Level III Certification in Program Management, Project Management Professional (PMP) Certification, or Institute of Certified Professional Manager (ICPM) Certified Manager (CM) Certification recommended
SKILLS AND EXPERIENCE:
- 7+ years of DOD acquisition experience supporting DOD Acquisition programs / projects
- 5+ years of demonstrated experience applying requirements of DOD 5000.01 and 5000.02 to DOD Acquisition programs / projects throughout the acquisition lifecycle with full understanding and application of acquisition strategy, work breakdown structure, integrated master schedule, and program planning budget execution
- 3+ years’ experience utilizing Microsoft Project
