WHAT YOU WILL DO
The Rental Housing Policy Analyst will provide support for all Affordable Rental Housing Division programs and functions, including both federal and state-initiated dollars. The person in this position will work with Programs, Production, Compliance, Asset Management as well as the Planning and Policy team to inform and implement process development and outreach for programs as changes occur.
Additionally, this position will participate in process development, planning; develop and implement operational controls and reporting that serve to increase efficiency, clarity, and alignment with diverse efforts. This includes working with various public funders, developers, and legal counsel to coordinate and track process development and change recommendations and communication efforts.
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and two (2) years professional-level evaluative, analytical, and planning work.

Any combination of experience and education equivalent to five (5) years of experience that typically supports the knowledge and skills for the classification.

AFFORDABLE RENTAL HOUSING: OPERATIONS SECTION
OHCS’s Affordable Rental Housing division provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The Affordable Rental Housing division administers a host of high-profile state programs with a high level of visibility to state elected officials. The Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the financial underwriting to develop of new multifamily rental units and to acquisition and rehabilitation of multifamily rental units, the preservation of existing subsidized multifamily rental housing
The Operations section of the Affordable Rental Housing division supports the division by offering administrative support and management of the divisions data system. The data system stores information on the affordable housing units from application to Portfolio Administration. The operations team is responsible for developing and maintaining Division wide processes and other administrative functions such as travel coordination, hiring coordination, staff on-boarding, and training.
