Please see the Benefits Overview video for details on the benefits offered to employees.This position is a timekeeping and leave subject matter expert for the State of Colorado workforce and reports directly to the Statewide TIme & Leave Manager within the Central Payroll Unit. This position researches, documents information, and completes assignments to direct statewide standardization. The position works to coordinate with stakeholders, statewide in Human Resources, IT, and time and leave SMEs to coordinate the execution of rule and regulatory requirements for the classified and unclassified employees in all three branches of Colorado State government that utilizes the state’s payroll system.
This position assists in the design and implementation of statewide time and leave standards that do not exist today in order to integrate with the new statewide payroll system. This design includes understanding statewide requirements and liaising with our agency partners to understand any requirements outside of the standards; determining the statewide standard fields that do not exist today; and proposing solution sets to leadership for consideration and approval. This position will partner closely with the Director of Statewide Payroll Services and Compliance functionality including earnings codes, leave processes, payroll rules and business standards for all timekeeping systems. This position uses judgment to help establish guidelines that direct how a department implements time and leave standards while supporting the statewide timekeeping system in the time and leave business areas (not IT system administration). This position will be the business SME for all time keeping standards and ensure all agencies are following the statewide standards. This position will act as liaison with the OIT Project Manager of time & leave implementation to coordinate and ensure tasks are being completed according to the timeline. This will include proper testing is done for these modules within the timekeeping systems through the statewide payroll system. This position will be responsible for complicated analysis as a pacesetter in the field of time & leave and provide deliverables that will require strategicA summary of the duties and responsibilities will include, but are not limited to, the following:
Essential Duties & Responsibilities:
Time & Leave Standards Data Management and Subject Matter Expert Statewide Oversight:*A Human Resources Analyst will only review the work experience/job duties sections of the online job application to determine whether you meet the minimum qualifications for the position for which you are applying. If it is determined that you meet the minimum qualifications, your application will also be used as part of the comparative analysis process to identify a top group for further consideration.
MINIMUM QUALIFICATIONS:
*Experience only:
At least (8) eight years of professional experience in an occupational field related to the
work assigned to the position.
OR
*Education and Experience:
At least a Bachelor's degree from an accredited institution in a field of study related to the work assignment.
AND
At least (4) four years of professional experience in an occupational field related to the
work assigned to the position.
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
Previous State Service related to the work assigned to the position.
Conditions of Employment:
A pre-employment criminal background check will be conducted as part of the selection process.
APPEAL RIGHTS:
An applicant who has been removed from an employment list or removed from consideration during the selection process may request a review by the State Personnel Director.
As an applicant directly affected by the results of the selection or comparative analysis process, you may file a written appeal with the State Personnel Director.
Review of the completed, signed and submitted appeal will be timely on the basis of written material submitted by you, using the official appeal form signed by you or your representative. This form must be completed and delivered to the State Personnel Board by email at [email protected] within ten (10) calendar days from your receipt of notice or acknowledgement of the Department’s action.
