Job Summary:
The Payroll Manager directs and oversees the processing, balancing and verification of the Company’s payroll, including certified/prevailing wage payroll. As well as oversee the Payroll Team.
Essential Duties & Responsibilities:
- Oversee the processing for both weekly and bi-weekly payroll processing, to verify and balance. This includes reconciling hour’s variance against last submitted payroll
- Process employee repayment records to ensure full repayment to the company, as applies
- Search and respond to IRS audits/Internal audits and inquiries in a timely manner
- Oversee the processing of weekly certified payroll reports
- Review and approve time-sheets weekly and ensure process is completed in a timely manner
- Serve as back up for the Payroll Department and coverage for all positions
- Works with Accounting to ensure accurate reconciliation of payroll
- Ensure company is set up for all states necessary for employee/employer/unemployment taxing
- Manage the relationship between the supporting systems feeding into HRIS. Ensures the systems are set up correctly and the process runs smoothly
- Develop best practices to improve efficiency of payroll processes
- Conduct audits to ensure data accuracy and run reports as needed
- Work closely with leadership at multiple locations to deliver excellent customer service related to the entire payroll process
- Coordinate with database administrators, human resources, and other departments to ensure proper flow and maintenance of employee data
- Oversee Payroll Department to ensure all processes and deadlines are followed and met
- Ensure Payroll Department is up to date on all training and cross-training
- Answer and resolve all payroll related issues timely, escalate issues as necessary
- Ability to review, monitor, and calculate wages, tax deductions, overtime, etc. based on state and federal laws and regulations
- Ensure proper coding on all earning and deductions by labor allocations, as directed
- Ensure all garnishment orders are processed timely
- Maintain and document all transactions with processing payroll
- Accurately enter and document changes as needed to ensure precise and timely payroll processing
- Ability to balance payroll against other databases/reports
- Conduct payroll compliance checks ensuring employees are paid accurately and per Federal and State regulations
- Continually upgrade knowledge and skill base related to the systems, processes, and requirements to maintain capabilities at the highest possible level
- Keep current with Federal and State tax changes as they occur
- Ensures that payroll related transactions follow external and internal policies
- Perform goal setting and reviews with all Payroll Department Team
- Ensure to submit to HR all documentation for employee’s evaluation, disciplinary, and any additional needs per company guidelines
- Support and oversee Payroll Department Team employees
- Prepare, generate, and manage weekly and bi-weekly reporting as needed
- Assist with special projects as needed
- Other duties as assigned or required to meet the business needs
Knowledge, Skills, & Abilities:
- Thorough knowledge of payroll processing and procedures
- Working knowledge of Microsoft Word and Excel
- Working knowledge of MAS, Time Force and Paylocity or other similar timekeeping, accounting and payroll/HR systems and software
- Detail oriented, thorough, and work accurately with numbers
- Exceptional organizational skills
- Exceptional interpersonal and customer service skills
- Proficiency with electronic communications including e-mail and text as well as standard office applications (i.e., Microsoft Office Suite)
Required Education and Experience:
- Associate degree with 5 years’ experience while using a full-service payroll processing system (Paycom, etc.) or equivalent time/experience
- Multi-state payroll processing experience required
- Certified Payroll Professional Certification preferred
- High level of integrity
- Strong attention to accuracy and detail
- Strong interpersonal and communication skills
- Ability to work independently and as part of a team
- Strong organizational planning and time management skills
- Ability to protect confidential information
- Ability to perform in a fast paced and flexible environment
- Working knowledge of MS office software Excel, PowerPoint, Word

- High level of initiative and professionalism
- At least ten years payroll processing experience supporting multiple locations and at least one-year international experience
- Minimum five years prevailing wage/certified payroll experience
- At least one-year supervisory experience
Preferred Education and Experience:
- Bachelor’s degree or higher
- Previous use of human resources information system(s)
- College course work in human resources
- Prior experience as HR assistant or executive assistant
- Working knowledge of MS office software – MS Excel, Access, PowerPoint, Word, and Office
- Advanced MS Excel skills to include VLookup and pivot tables
- Basic accounting
- Experience in a construction or manufacturing environment
- Experience with Ajera (Daltek)
