Summary:
Reporting directly to the UNC Health Chief Clinical Officer, the System Chief Medical Officer plays a pivotal role in leading and guiding clinical and strategic operations for inpatient and outpatient services across UNC Healthcare hospitals. This position serves as a crucial bridge between entity hospitals, employed physicians, and independent medical staff. Furthermore, the CMO acts as a valuable resource for entity CEOs and CMOs, assisting them in seamlessly integrating hospital and physician services. Guided by established policies and procedures, the CMO works through designated administrative structures to ensure the highest quality of care in UNC Health hospitals. This mission is fulfilled through the leadership of the UNC Health Quality Improvement Oversight Committee, chaired by the CMO. Building close relationships with Presidents/CEOs and CMOs of UNC Healthcare entities is key, alongside fostering collaboration with the General Counsel and Chief Compliance Officer and their teams.
Responsibilities:
• Lead and oversee all aspects of clinical care, including quality, safety, and performance improvement.
• Develop and implement clinical standards and protocols based on best practices and evidence-based medicine.
• Lead and coordinate all UNC Health quality and patient safety programs, ensuring compliance with regulations and best practices.
• Lead the UNCHC Quality Improvement Oversight Committee and QIOC Executive Committee
• Lead development and implementation of initiatives to improve patient outcomes, reduce harm, and enhance overall quality of care.
• Lead the tracking and analysis of performance against CMS and commercial pay-for-performance programs, efficiency measures, and organizational quality goals.
• Leverage data insights to identify areas for improvement and inform strategic decision-making.
• Participate in the negotiation of hospital quality contracts with commercial payers, securing favorable terms and ensuring compliance with contractual obligations.
• Monitor performance under these contracts and advocate for UNC Health's interests.
• Lead and oversee system-wide physician and APP credentialing for UNC Health hospitals and physician entities to meet delegated credentialing standards.
• Coordinate and facilitate the Joint Conference, Quality and Academic Affairs Committee of the UNC Health Board.
• Provide physician leadership to the self-insured professional liability program and serving as Chair of the Liability Insurance Trust Fund Council(LITFC)
• Maintaining an active part-time clinical practice within the health system is desirable
• Develop and implement the health system's clinical strategic plan, aligned with the overall organizational vision.
• Identify and evaluate new technologies and initiatives that can improve patient care and outcomes.
• Ensure that clinical operations are aligned with business objectives.
• Represent the health system to the community, professional organizations, and the media.
• Advocate for public health initiatives and policies that improve access to quality healthcare.
• Build and maintain strong relationships with physicians, medical staff, and other healthcare providers.

Qualifications
Education Requirements:
• MD or DO degree required from an accredited institution
• Board certified in appropriate discipline
Licensure/Certification Requirements:
• Active and current state medical license without encumbrances.
Professional Experience Requirements:
• Requires a minimum of twelve (12) years of experience, with at least seven (7) years of medical leadership experience.
Knowledge/Skills/and Abilities Requirements:
• Extensive understanding of clinical practices, evidence-based medicine, and various medical specialties relevant to the organization.
• Familiarity with hospital operations, budgeting, and financial management principles.
• Skillful in interpreting healthcare data, identifying trends, and utilizing data to drive quality improvement initiatives.
• Effectively lead and collaborate with the medical staff, fostering a culture of continuous improvement and collaboration.
• Adept at navigating complex situations, engaging in effective negotiation, and resolving conflicts constructively.
• Lead and navigate organizational change initiatives while maintaining operational efficiency and minimizing disruption.
• Stay up-to-date on healthcare trends, best practices, and emerging technologies to drive continuous improvement.
