JOB SUMMARY Under the general direction of the Executive Director of Global Mobility, the Associate Director will lead the international student and scholar immigration services of the division, making recommendations and in collaboration with the Executive Director, implementing campus policies and procedures around the same. Oversees the daily operations of the unit, ensuring that the staff have the support and resources needed, while identifying opportunities for synergy and collaboration across the team and with other Global Engagement units.
The Associate Director keeps current with federal regulations and policies to ensure accurate and high quality immigration services. The incumbent will use advanced analytical skills and knowledge of complex immigration regulations, laws and processes, and campus policies to develop, recommend and implement procedures to ensure campus compliance with immigration laws and regulations. The position requires independent judgment to analyze and interpret federal immigration regulations and policies in a variety of individual cases.
The incumbent collaborates with academic and administrative units across the university to develop services and programs that support the enrollment and retention of international undergraduate and graduate students and scholars at UCSC. Researches, analyzes and develops solutions to a wide range of immigration related issues and processes involved with F-1 and J-1 Student visa categories, employment-based immigration (H-1B, TN, E3, LPR, etc.) as well as J-1 Exchange Visitor categories within an academic setting. Keeps current with trends in international education in a higher education setting to ensure services and programs remain up-to-date and pursues innovative strategies for continual improvement of all services provided.
The Associate Director serves as advising lead for international employees, faculty and administrative staff about immigration-related matters, including decisions about appropriate immigration status options, maintenance of legal US immigration status, and assistance in resolving individual employee's immigration-related problems. The Associate Director will also collaborate with the Global Programming unit to develop and implement a series of programming designed to enrich the experience of the scholar population.
APPOINTMENT INFORMATION Budgeted Salary: $99,650 - $117,000/Annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES 50% - International Scholar Advising - Provides the full range of immigration services to the scholar and employee population served by International Student and Scholar Services (ISSS). Independently interprets complex federal immigration regulations and researches responses before providing advice to scholars, departments and faculty, including preparation of immigration documents and the successful petitioning for sought-after immigration status.
- Responsible for advising and petitioning for immigration categories which include, but are not limited to: J-1, H-1B, TN, E-3, and LPR employees, for faculty, academic researchers, and professional staff.
- Coordinates services with academic departments, divisions, the Academic Personnel Office, Campus Counsel and the UCSC immigration attorney.
20% - Staff Supervision - Makes decisions on performance, salary actions, hiring decisions and other human resources related issues of managed staff.
- Conducts annual performance evaluations for managed staff, develops professional development goals with managed staff to achieve the goals and objectives of the unit and division, oversees hiring committees for the unit and makes hiring decisions and develops strategies and best practices in management of unit human resources.
15% - International Student Advising Oversight - Oversees, through subordinate staff, all immigration advising and related services provided to international students by the ISSS unit. Services include: visa and immigration advising; workshops and training for campus staff and stakeholders on issues pertaining to the international student population; and collaborating with the programming unit on development of new programming to support the undergraduate and graduate population served.
15% - Administration - Serves as the Primary Designated School Official (PDSO) for the F-1 student visa program and as the Responsible Officer (RO) for the J-1 exchange visitor program.
- Independently interprets complex federal immigration regulations and researches responses before providing advice to students on enrollment, employment, travel, and before providing advice to department and scholars on employment based visas, etc. These include regulations established by the Department of Homeland Security (DHS), Department of State (DOS), Internal Revenue Service (IRS), Department of Motor Vehicles (DMV), and the Social Security Administration (SSA).
- Ensures that international students and scholars are familiar with regulations and comply with them independently of, and in relation to, university policies and procedures.
- Provides leadership on campus immigration policies and procedures and coordinates with academic departments, administrative units and other stakeholders regarding policies and federal immigration regulations.
REQUIRED QUALIFICATIONS - Bachelor's degree in related area and / or equivalent experience / training.
- Advanced knowledge of advising and counseling techniques.
- Demonstrated expertise in student, scholar and employment based immigration laws and regulations.
- Demonstrated successful experience in advising scholars and international faculty.
- Experience overseeing the process as well as completing scholar and employment based filings, such as J-1 and H-1B.
- Experience and demonstrated skills in staff employee supervision and management.
- Experience utilizing database management tools, such as Sunapsis or similar, for international scholar and student interface with SEVIS.
- Demonstrated multicultural competencies; successful prior experience working with international populations.
- Demonstrated analytical/problem-solving skills.
- Highly effective written communications skills; demonstrated attention to detail.
- Highly effective verbal communication skills, including presentation skills.
- Interpersonal skills to effectively communicate and successfully work with campus stakeholders; academic department and divisional personnel officers, faculty, scholars, staff human resources, immigration attorney, etc.
- Strong skills in analyzing and synthesizing changing regulations for preparing sound and relevant solutions for campus stakeholders.
- Experience and demonstrated skill in managing multiple tasks in a high-volume work setting with demanding timeframes.
- Experience serving as DSO/ or PDSO and RO/ or ARO at an institution of higher education.
PREFERRED QUALIFICATIONS - Masters degree in related area and / or equivalent experience / training.
- Experience in providing training / presentations on scholar and/or employment based processes to stakeholders in a higher education setting.
- Knowledge of common higher-ed international organizational structures and practices.
SPECIAL CONDITIONS OF EMPLOYMENT - Selected candidate will be required to pass a pre-employment criminal history background check.
- The selected candidate has the option to work a hybrid work schedule. If a hybrid work schedule is confirmed, the selected candidate must be able to work successfully from a home/remote office and be able to fulfill the requirements of the UCSC telecommuting agreement.
- Must be a U.S. Citizen or Permanent Resident to hold a DSO (Designated School Official) / ARO (Alternate Responsible Officer) role for work in SEVIS.
- Ability to work occasional evenings and weekends as directed.
- Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
