CITY OF SOUTH SALT LAKE POSITION DESCRIPTION Position Description: Mobility Planner Department: Neighborhoods Position Grade: 22 Supervisor: Neighborhoods Director FLSA Status: Non-Exempt Revision Date: February 2024 __________________________________________________________________________________________ POSITION SUMMARY Under the direction of the Neighborhoods Director, the Mobility Planner plans and promotes active transportation, complete streets concepts, safety, transit-oriented community principles, neighborhood livability and transportation efficiency. This position oversees the design and development of projects that balance transportation options, including bicycle routes, sidewalks, traffic calming, curb management, micromobility, safe routes to schools, first-last mile for transit, and vehicle priority/throughput solutions. The position manages complex projects at a variety of scales and stages, working closely with the city's Engineering. Public Works, and Community and Economic Development departments. This position is also responsible for identifying and pursuing grants that promote and implement mobility/TOC projects. The focus of this position is project development, preparing projects for the construction phases. __________________________________________________________________________________________ ESSENTIAL RESPONSIBILITIES AND DUTIES Manages strategic planning of active transportation projects. Leads strategic planning and decision-making related to transportation and neighborhoods. Conducts planning studies to identify multi-modal transportation projects, programs, and policies. Prioritizes projects and develops budgets for capital improvements planning. Attends and presents at community meetings, including City Council, boards, and committees. Receives and addresses citizen requests and incorporates feedback into planning and design. Works collaboratively across departments, taking input and balancing other priorities. Manages active transportation projects from concept planning through schematic design. Develops project parameters including project scope, schedule, budget, funding. Scopes projects and procures consultants to prepare master plans, concept reports, construction documents, and bidding documents. Develops and maintains partnerships and relationships with collaborating agencies and funders, establishing formal agreements as needed. Facilitates meetings with diverse groups from the community and other governmental agencies and consultants to identify needs and gather input on solutions. Interfaces with the public and city leaders to communicate project goals and impacts. Solicits input and facilitates decisions through city review and approval processes. Coordinates with maintenance teams to plan for operations and preventative maintenance. Leads design review meetings with planning, engineering and others as required though the schematic design phase. Manages project budget and schedule. Prepares and maintains proper records to allow for seamless handoff of project to engineering at the construction documents phase. Participates in the construction process, working with engineers to ensure the project meets commitments. Develops performance metrics and plans for monitoring outcomes and such as safety and traffic counts. Identifies and secures project funding. Participates in transportation funding discussions to stay current on funding sources, priorities, and application processes. Develops and maintains positive relationships with project partners, including funders, agencies, and adjacent communities. Secures funding through grants, appropriations, and requests at local, state, and federal level. Prepares applications and requests. Secures local matching funds as needed, including through city budgeting process. Prepares and maintains records, reports, forms, correspondence, and related documentation. Maintains records on processes and projects including agreements/contracts, meeting notes, public input, designs, construction documents, etc. Completes and submits documentation for grant and funding reports, including budgets, schedules, work completed, and outcomes achieved. Organizes and retains other records as directed. ~ Performs other duties as assigned. __________________________________________________________________________________________ MINIMUM QUALIFICATIONS EDUCATION, EXPERIENCE AND CERTIFICATIONS Bachelor's degree from an accredited college or university in engineering, landscape architecture, urban design, planning or a related field. Minimum five years professional experience in transportation and planning. Minimum three years of professional experience in project management. A professional license in civil engineering, landscape architecture or planning is recommended . Public sector experience is preferred. Must possess a valid state driver's license or obtain one prior to employment. NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of innovative and current transportation planning and traffic engineering principles. Knowledge of urban design principles and best practices Knowledge of pertinent local, state, and federal laws and ordinances. Knowledge of traffic safety standards and Americans with Disabilities Act (ADA) standards. Skill in establishing strategies, goals, objectives, and performance measures. Skill in technical analysis and conveying complex principles to diverse audiences. Skill in project management Skills in contract administration and supervising the work of consultants. Skill in reviewing, interpreting, and understanding engineering plans and specifications. Skills in budgeting, negotiation, and cost control techniques. Skill in critical thinking and using independent judgment to make decisions. Skill in working with individuals of diverse backgrounds and respecting different objectives and priorities. Skill in communicating effectively, both verbally and in writing. Skill in word processing, spreadsheets, presentations, graphic design, and desktop publishing. Skill in operating ACAD, GIS and related software is recommended. Ability to work a standard work week in city offices. Ability to travel to and move around construction sites.
