Job Description and Duties

As a member of the Director's Office of Equity, Sustainability and Tribal Affairs (ESTA), working under the direction of the Training and Communications Manager, the Associate Governmental Program Analyst is a key member of the team that provides strategic direction for institutionalizing racial and social equity, sustainability and prioritizing tribal affairs in the Department. Caltrans adopted its first Race & Equity Action Plan (REAP) in 2019, published the Equity Statement in 2020, and added equity as both a value and goal in the 2024 Strategic Plan. The REAP, updated in 2022, is a living document outlining goals and actions to further equitable practices and outcomes both internally and externally.

The Equity Analyst will help implement the Department's race & equity initiatives, which includes implementation of the REAP and Strategic Plan. The incumbent will be responsible for a variety of tasks associated with the development of training and resources focused on race, equity, sustainability, and tribal affairs. The incumbent must foster open and collaborative relationships and will provide support to various districts and divisions across the Department as well as management in ESTA. The incumbent will have a variety of communications tasks to support the implementation and progress tracking of the Department's REAP.

Eligibility for hire may be determined by your score on the Associate Governmental Program Analyst Exam.  For those who do not have current eligibility (e.g. transfer, permissive reinstatement or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions

This position is located in Sacramento County.

The incumbent will work in a climate-controlled office under artificial lighting.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
