is looking for a Business Finance Manager (Grants, Loans, and Programs Manager 3) to join our diverse team. We are looking for a dynamic and detail-oriented manager who enjoys working with complex business finance tools to fill gaps in access to capital for Oregon businesses.Note: We value our employees and want to encourage work-life balance and flexibility. This position may have the ability to work remotely with required days in the Portland or Salem office.
What you will do:
This position serve as the Manager of the Business Finance Team, which includes the functions of: supervising 13-member staff, managing Business Finance Team financial portfolio, credit decision making, balancing workload in order to meet demand for all Business Finance Team programs, serving as point person for agency regarding $83M Federal State Small Business Credit Initiative (SSBCI), managing relationships with key state and national finance and banking associations, and coordinating small business needs and issues.
As Business Finance Manager, you will lead a talented team of lending processionals that is highly capable and is critical to the agency mission and success. Some of the key essential functions for the job include, but are not limited to the following:
Develop and create new capital access products such as the Oregon Royalty Fund to meet capital gaps. Develop in collaboration with stakeholders such as the U.S. Treasury, Oregon Bankers Assocation, local foundations, angel networks, industry assocations and venture capital associations.
Manage business finance team loan portfolios maintaining a sustainable balance of opportunity, risk, and loss management commensurate with existing and future economic market conditions.
Manage the Business Finance Team, which includes: Business Finance Officers, Credit Analysts, Loan Support Specialist, and Adminstrative personnel. Responsible for team budget, development of team policies and procedures; performance measures, personnel administration, and management of staff.
Hire, plan work, approve work assignments, assign/reassign work, recommend salary adjustments, conduct performance evaluations, respond to grievances and intiate disiplinary actions.
Develop legislative concepts modifying Oregon Revised Statute and recommend program capitalization to ensure that the business finance program offerings remain relevant during current economic conditions and during future economic changes.
Develop and implement administrative rules, long and short range plans and objectives, and program policies and procedures to carry out the responsibilities of the Business Finance Team.
Direct the preparation of biennial and interim budget requests for Finance Team and its programs, explaining and justifying the need for resources to implement the programs internally, with the governor’s office and with the legislature.
Establish new and maintain existing federal grant and intergovernmental transfers working with federal agencies such as U.S. Treasury on the State Small Business Credit Initiative, complying with grant/transfer term and reporting requirements as necessary.

The ideal candidate will possess a combination of some or all of the following skills:
Work experience managing commercial lending portfolios.
Work experience or working knowledge of bond financing tools.
Work experience or aptitude for working with, making presentations, and testifying to governing bodies including legislative committees, state commissions, boards of directors, and/or other decision-making bodies.
Management work experience providing leadership in a diverse organization, with a commitment to recruiting and retaining a diverse, well-trained workforce.
Knowledge and experience engaging and motivating employees through effective communication, active listening, and inclusion.
Experience fostering a work environment that promotes trust, honest, respect, collaboration, and continuous improvement.
Skilled in resolving conflict with immediacy with both internal and external stakeholders.
Exceptional verbal and written communication skills, including ability to build relationships and communicate clearly and persuasively, using plain language both verbally and in writing, with attention to detail.

What you need to qualify:
Seven years of supervision, management, or progressively related experience
OR
Four years of related experience and a bachelor's degree in a related field.

Business Oregon is the economic development agency for the state of Oregon. We have about 180 people on our team, and we work with communities and businesses. We use our programs and expertise to help businesses grow, so they can in turn add jobs, diversify the economy, and increase Oregon prosperity. We work with communities to enhance and expand infrastructure and community safety with projects such as water/wastewater systems, seismic rehabilitation for schools, or rural broadband development. This also sets the stage for future business development. Our mission is to invest in Oregon’s businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy, all carried out with an agency strategic plan.
This position exists within the Innovation and Business Resources Section of the Economic Development Division (EDD). The Innovation and Business Resources Section supports business, innovation and the entrepreneurial ecosystem through a diverse number of grant programs, debt vehicles, venture capital investments and business certifications. It includes the Innovation and Entrepreneurship (I&E) team, which manages approximately twenty programs ranging from Oregon Innovation Council (Oregon InC) portfolio programs to the Rural Opportunity Initiative (ROI), which supports place-based, rural entrepreneurship. The Section also includes the Certification Office for Business Inclusion and Diversity (COBID) team, which is responsible for certification of businesses including Disadvantaged Business Enterprises (DBEs) and Minority Business Enterprises (MBEs). The Section includes the Business Finance team, a team that partners with businesses, financial institutions, local economic development groups and technical services providers to aid with expansion, retention and recruitment opportunities for Oregon based businesses through debt products including the Oregon Business Development Fund and the Credit Enhancement Fund. Finally, the section includes the Economic Equity Investment team which supports businesses, individuals and families.
Programs administered and coordinated by the Business Finance Team include the Oregon Business Development Fund, Entrepreneurial Development Loan Fund, Oregon Royalty Fund, Business Oregon Relender Program, Credit Enhancement Fund, Capital Access Program, Community Lender Loan Loss Account Program, Industrial Development Revenue Bonds, and Aggie Bonds. The Innovation & Business Resources Section also maintains responsibility for pass through funding for statewide and regional economic development programs such as the Oregon Small Business Development Center Network, Government Contracting Assistance Program, Oregon Manufacturing Extension Partnership and for new pilot programs created by the Legislative Assembly.

PERS – This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process.
