Shurm Homes seeks a Civil Engineer to lead the subdivision and construction plan approval process, assist the VP of Land during the feasibility and entitlement process, and Project Manager (PM) during the construction phase. This role reports to the Vice President of Land and is critical to the success of the development team and overall growth of the organization.

Primary responsibilities will be:
- Lead all aspects of community development including design, planning, engineering and development.
- Manage the design efforts of each community and provide preliminary layouts and engineering concept plans to determine density, lot sizes and open space requirements.
- Manage third party engineers, consultants, and contractors to verify project budgets and design costs.
- Collaborate with the Land Development team to complete cost estimates, lot densities, development schedules and identify risk during due diligence required in the submittal package for corporate approval.
- Solicit, and analyze construction and engineering bids on new development projects.
- Create and review budgets for the construction of entrances, lots, amenities, and associated infrastructure for communities, including roads, drainage, water, sewer and landscaping.
- Oversee the activities of land planners, engineers, consultants, government officials and trade partners in the execution of land development tasks on time and at budget.
- Review preliminary plats and revisions for final plat recordation.
- Ensure active and quality communication is established and maintained with other internal departments regarding the status of future projects.
- Monitor budgets on each phase of development, and continually review all accounting relative to land development including cash flow projections.
- Develop a positive teamwork and achievement-oriented culture with staff, consultants, and contractors.
- Monitor work for legal and regulatory compliance.
- Conduct all business in a professional and ethical manner to serve customers and increase the goodwill and profit of the company.
- Determine utility and infrastructure requirements and oversee all consultant reports necessary to evaluate the costs and risks of the project.
- Assist with preparation of feasibility reports for internal project approval.
- Identifies all required permits and submission process necessary for development.
- Ensures due diligence tasks are executed including but not limited to sketch plan/yield study, environmental reports, geotechnical reports, wetland reports, title review, boundary survey, and analogous estimates prior to end of defined inspection period.
- Assists with site plan approval and rezoning process to obtain minimum design efficiency requirements in addition to desired lot sizes, density, and product requirements to meet market strategies
- Engages and leads design Trade Partners to complete construction documents and submission packages for permitting.
- Manage and track permit submittal packages and approvals necessary for development; influences plan and permit reviewers to achieve desired designs and gate conformance
- Guides and coordinates the value engineering process.
- Submits final construction budget, schedule, and Trade Partner agreements for approval.
- Reviews project progress, issues, and risks with Project Manager.
- Manages bond and plat process with external and internal resources.
- Reviews invoices. POs and job cost reports to ensure jobs are on budget.
- Coordinates, maintains, and reports the issuance of and tracking of capital and maintenance bonds in a timely manner to retire bonds at earliest possible instance.
- Manages internal and external resources to perform repairs to have bonds retired
- Ensures that utility companies are willing to serve proposed project and have sufficient capacity and infrastructure in place.
- Assist the Vice President of Development with in facilitating the rezoning and construction plan approvals
- Assist with the preparation and management of Project specific budgets and proformas.
- Manage consultants (engineers, environmental, etc.) and keep key dates and calendars for all projects.
Requirements:
- Relevant experience working in land department in the local market for a home builder or developer.
- Bachelor's degree in Planning, Civil Engineering, Juris Doctorate Law Degree or related from an accredited college or university, Master's degree a plus.
- Must have extensive knowledge of local, state, and federal land use regulation, ordinances, statutes, and procedures as well as an understanding of the legal basis for land use planning, zoning, subdivision, environmental management, and land development.
- Must have excellent written and verbal communication skills and be extremely proficient and comfortable with public speaking.
- Must be capable of devising new approaches to problems encountered.
Job Type: Full-time
Salary: $85,000.00 - $105,000.00 per year
