Job description

Summary:

Responsible for designing, programming, maintaining and integrating the District's automation systems to provide reliable real-time and trend information for the efficient and effective attended and unattended operation of District facilities.

Duties and Responsibilities:

(Other duties may be assigned)

Maintain all software & hardware related to operation of the plant controls including SCADA, HVAC software, wired / wireless communication, PLC's, managed switches, and alarming / reporting software.

Administer and manage the control system, including replacement, upgrades, changes to pictures / database(es), and all other maintenance and modifications needed to support District operations.

Consult regularly with the District's MIS Coordinator to ensure the District's servers, networking equipment, and other facilities are sufficient to support current and planned instrumentation and controls.

Acts as a back up to the MIS Coordinator. Assists the MIS Coordinator with tasks as required.

Provide all project management duties necessary to integrate new technologies and process changes into the control system whether work is to be performed in house or by outside consultants and contractors.

Act as the District's liaison with contractors when outside services are required for installation or upgrades to plant automation controls and systems.

Research and investigate new technologies coordinating their application with other department heads and supervisors as necessary.

Assist Information Systems Manager with planning for control system capital improvements to be included in the annual update to the District's Capital Improvement Plan and financial plan including cost, schedule and financing opinions.

Make modifications to plant, pump station, and CSO facility programs / process controls as required.

Set up, commissioning, troubleshooting, and maintenance of Allen Bradley Intellicenter Smart Motor Control Centers.

Removes, installs, reconditions, repairs and calibrates instrumentation equipment as directed by the Information Systems Manager.

Makes equipment modifications or installations according to given instructions, plans or specifications.

Requisitions necessary repair and/or replacement parts and components.

Qualifications:

Education and Experience:

Must have a two year technical degree with a four year degree encouraged and a minimum of six years experience in comparable work.

Must have hands-on experience installing, programming, and maintaining the following:

RSLogix 500 (SLC 500 and Micrologix software)

Logix 5000 (CompactLogix and ControlLogix)

Connected Components Workbench

FactoryTalk Software

Industrial Hivision 4.0 Ethernet managed switch software

Advantys (Modicon PLC Software)

Other experience with similar SCADA systems software and hardware, PLC's, Instrumentation and Controls.

Preferred hands-on experience installing, programming, and maintaining the following:

Win911 / Win911 Mobile

Rockwell Automation Intellicenter Software

GE iFIX SCADA Software

Familiarity with networking and ethernet based process controls

Language Skills:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Must have the ability to write routine reports and correspondence. Must have the ability to collaborate with different departments or outside groups to develop specifications, design, build, program, and commission the control systems.

Strong communication skills are required for training plant personnel and communication with contractors.

Mathematical Skills:

Ability to add, subtract, multiply and divide all units of measure, using whole numbers, common fractions and decimals.

Reasoning Ability:

Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Must have the ability to deal with problems involving several concrete variables in standardized or non-standardized situations.

Certificates, Licenses, and Registrations:

Responsibilities of this position include keeping current with new and developing technologies in both hardware and software.

Other Skills and Abilities:

Must be familiar with terminology of common use in the general instrumentation and electronic terms used in the maintenance of industrial and/or wastewater treatment facilities.

The person must be well versed in all aspects of plant control from the SCADA system to the instrument level and how the control systems relate to individual plant processes.

Considerable knowledge of pneumatic, hydraulic and electronic equipment with emphasis on calibration and analysis is required.

Capable of executing new projects from start to finish.

While performing the duties of this job the environment will change based on the task being performed and can range from an office environment to industrial process environment. This position frequently works near moving mechanical parts, high voltage electrical components, fumes or air borne particles, and must work in outdoor weather. The environment is typical of an activated sludge wastewater treatment facility.

These conditions include: wet humid conditions (non-weather related), high precarious places and exposure to toxic and/or caustic conditions, vibrations, and working in areas of possible explosives.

The noise level in the work environment is usually moderate with frequent exposure to loud noise levels and periodical exposure to moderate noise levels.
