Job description
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training (Specifically Primary Care): Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: Preferred experience in the outpatient care setting within the last 2 years. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Must pass a pre-employment physical examination as required by VA Handbook 5019. This examination is administered by VA Occupational Health. This position requires: light to moderate lifting (15 - 44 LBS); light carrying (15 LBS and under); reaching above shoulder; use of fingers; both hands required; walking (up to 2 hours); standing (up to 2 hours); kneeling (up to 1 hour); ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16"; far vision correctable in one eye to 20/20 and to 20/40 in the other; depth perception; ability to distinguish basic colors; ability to distinguish shades of colors; hearing (aid permitted); emotional stability; mental stability; working closely with others; and working alone. ["Amendment notice: \"Preferred Experience\" updated as it relates to Outpatient Experience The incumbent will serve as a Primary Care or an Interim Primary Care Physician (See duties listed below) located within the Orlando VA (Daytona Beach Location) assigned to the Ambulatory Care Service. Assignments to other facilities within the Orlando VA may be required to meet the needs of the service. The Interim Primary Care Physician is responsible for the medical care, administrative coordination, clinical delivery and performance improvement activities for the patients who present for care at Interim Care. Patients may be unassigned, assigned to PACT teamlets within Orlando VAHCS or Travelling Veterans. The Interim Care provider coordinates the service for routine as well as Code Triage care or emergent care that may need transfer to a higher level. We are currently seeking outstanding full-time Family Practice or Internal Medicine trained physicians to join our Primary Care Clinic team. The physician will be responsible to provide comprehensive gender specific care, under the Patient Aligned Care Team model, to a panel of patients. He/She is expected to be attentive to patient education, preventive care and be able to work well in an interdisciplinary team to provide high quality primary care Primary Care duties include, but are not limited to: Manages chronic conditions, evaluates and treats inter-current medical conditions. Determine medical assessment and develop treatment plans according to accepted protocols. Collaborates with a Patient Aligned Care Team to provide accessible, comprehensive, coordinated, continuous care to an assigned panel of patients. Must provide comprehensive gender specific care for female veterans as a Designated Women's Health PCP including age appropriate cervical and breast cancer screening, menopause and contraceptive management, and initial evaluation of basic gynecological concerns. Performs a variety of disease prevention related activities including gender and age specific screenings, mental health screenings, and health promotion activities. Screens for, evaluates and treats uncomplicated common mental health disorders, including depression and common addictions, with referrals made to mental health providers for further evaluation and treatment as appropriate. Highly preferred for the provider to have a DEA X-waiver to work with substance use disorder. Primary care physicians will have responsibility for supervision of or collaboration with primary care mid-level providers. Physicians are expected to provide clinical oversight and to participate in peer review of other primary care providers through periodic chart reviews. Primary care physicians will act as surrogates for absent primary care providers when needed, to include review of CPRS view alerts. Interim Primary Care Duties include but are not limited to: Manage the care of patients who are unassigned to PACT Teams and facilitate registration for care when appropriate. Work closely with travelling Veteran coordinators to facilitate care with remote facilities. Be familiar with and use remote access modalities to obtain remote information. This includes but is not limited to Supra Vista Brilliance, Joint Longitudinal Viewer (JLV) and Vista Web. Attends regular meetings with Primary Care Section Chief/ Chief Medical Officer (CMO)/ Deputy Associate Chief of Staff (DACOS)/ Associate Chief of Staff (ACOS)/ Administrative Officer (AO) as requested. Can include daily, weekly or monthly administrative meetings as required. Compliant with applicable medical center and outpatient clinic policies, rules and regulations, VA specific clinical guidelines and medical staff bylaws.
