This position will serve under the direction of the UnityPoint Health PACE Executive Director. The Director of PACE Operations is responsible for policy implementation, planning, development, administration, management and overall program monitoring of the PACE program in an assigned market(s).

Key Accountability
• Assumes overall accountability and responsibility of PACE program daily operations.
• Ensures that the job responsibilities of all direct reports are defined and understood.
• Works in a leadership dyad with PACE Medical Director for defined PACE facility.
• Responsible for development, implementation and service delivery operations of PACE program.
• Responsible for creating a culture of innovation, learning, teamwork and professional practice consistent with the mission, vision and values of the organization in partnership with physician leadership.
• Oversees budget development, monitoring and compliance to ensure solvency and positive financial performance across all sectors of program operations.
• Works in partnership with PACE Business Operations Manager to include oversight of daily business and quality improvement functions.
• Oversee marketing, government and public relations.
• Oversees QAPI program to ensure appropriate indicators are established and necessary outcomes are obtained.
• Coordinates completion of state and CMS surveyor visits including desk and financial audits.
• Responsible for the development, implementation and operations of the PACE program including establishment of PACE center and all necessary services/programs, compliance with all applicable PACE, state and federal requirements and monitoring of all grant expenditures and expectations.
• Disseminates information about PACE model; represents and promotes the public knowledge of PACE to the community.
• Establish effective mechanisms of communication with staff, providers, participants and management team.
• Balance team and individual responsibilities; be open and objective to other’s views; give and welcome feedback; contribute to positive team goals; and put the success of the team above own interests.
• Protects privacy and maintains confidentiality of employee, participant and sensitive agency information.
• Assure compliance with applicable laws, regulations, protocols and accreditation standards.
• Maintain a safe working environment. Follow PACE program safety policies and procedures.
• Participates in PACE strategic planning and establishment of short- and long-term goals.
• Provides administrative on-call coverage on a rotation basis.
• Performs related duties as assigned.
Basic UPH Performance Criteria
• Demonstrates the UnityPoint Health Values and Standards of Behaviors as well as adheres to policies and procedures and safety guidelines.
• Demonstrates ability to meet business needs of department with regular, reliable attendance.
• Employee maintains current licenses and/or certifications required for the position.
• Practices and reflects knowledge of HIPAA, TJC, DNV, OSHA and other federal/state regulatory agencies guiding healthcare.
• Completes all annual education and competency requirements within the calendar year.
• Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g., Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.

Education

• Bachelor’s degree in related field or direct and applicable work experience

 

License(s)/Certification(s)

• Valid driver’s license when driving any vehicle for work-related reasons


Knowledge/Skills/Abilities

• Requires knowledge of or ability to learn federal healthcare laws and regulations.
• Requires highly developed communication skills to effectively work with all levels of management throughout the UnityPoint Health, its subsidiaries and affiliates.
• Possesses excellent written and verbal communications.
• Ability to work as a team member, creating and maintaining effective working relationships.
• Ability to understand and apply guidelines, policies and procedures.
• Maintain current Mandatory Reporter status
