Job Description Summary:

This position supervises the transactional and analytical work of staff professionals and assists the System Vice President, Treasury in managing the cash management program, the debt management program and the operations of the Treasury department.

Minimum Qualifications:

Bachelor's Degree (Required)
RESPONSIBILITIES AND DUTIES

20%-35% CASH MANAGEMENT:
Oversee the cash management function: o Implementation of cash management services and programs to optimize collection, concentration, disbursement and investment of corporation's working capital o Cash Forecasting o Short-Term Investment of working capital o Evaluation of new cash management products and technologies o Manage compliance with regulatory matters, including PCI/DSS compliance, 109 9 and Stark reporting, and department policies Execute electronic fund transfers o Integration of cash management systems during mergers and acquisitions.

15%-30% DEBT MANAGEMENT:
Ensure timely and accurate payment of all debt and debt-related obligations Monitor and ensure compliance with debt covenants and secondary market disclosure requirements Support management in planning, issuing, restructuring and refunding of debt Oversee system's records of tax-exempt financed assets and ensure compliance with IRS regulations, including Private Use, Arbitrage Rebate Complete required IRS 990 schedules; Manage derivatives reporting and forecasting; Monitor and report on trends in capital markets; Assist in preparation of presentations for rating agencies, investors and internal audiences.

20%-45% TREASURY OPERATIONS:
Monitor, evaluate and report on all purchased services, analyze utilization trends and market pricing, identify alternative vendors, and recommend changes to improve quality and cost-effectiveness of the services. Develop requests for proposals, analyzes responses and recommends selection of vendor s . Promulgate policies and procedures on management and control of financial assets and communicate approved policies to appropriate parties and ensures policy compliance. Develop and maintain comprehensive databases of accounts, services and service contracts. Recruit, develop, motivate, monitor, and discipline staff members. Develop standards of performance, evaluate performance and provide prompt and objective coaching and counseling. Provide Treasury consulting services to affiliates and joint ventures Manage the Treasury Departments Budget; provide assumptions for annual budget and & long-range financial plan and run Treasury staff meetings Write Treasury-related audit footnotes and coordinate response to audit inquiries Serve on committees and taskforces e. g. , leasing task force, PCI/DSS compliance committee.

MINIMUM QUALIFICATIONS
Bachelor's Degree

SPECIALIZED KNOWLEDGE
Field of Study: Finance, Accounting or related major. Strong analytical and problem-solving skills, a comprehensive understanding of corporate treasury principals and practice are necessary, together with strong self-motivational and interpersonal skills with the ability to meet tight deadlines. 5 yrs previous treasury or related Experience, including experience in a management position.

DESIRED ATTRIBUTES
EDUCATION, CREDENTIALS, LICENSES Certified Treasury Professional (CTP) or Certified Cash Manager (CCM) certification and an MBA or related advanced Degree preferred. KIND & LENGTH OF EXPERIENCE In addition to the minimum experience required, 3 or more yrs related experience with non-profit and/or health care company.
