Scope of Work: The contract provides general warehousing services; maintain and repair containers,
biomedical equipment, and civil engineering equipment (CEE); produce Deployable Medical Systems
(DEPMEDS) at The Navy Expeditionary Medical Support Command (NEMSCOM), Cheatham Annex (CAX),
Williamsburg, Virginia.
The Program Manager will plan for and assign resources to ensure that all project and client
engagements are completed on time and below the budgeted cost. The PM will also hold responsibility
for the development, expansion, and maintenance of all customer and teammate relationships.
Responsibilities
Essential Job Functions:
-Formulates and defines technical scope and objectives of project for project personnel.
-Will have operational responsibility for program/project execution, supervision, administration,
management, and financial performance for services.
-Will be the first-line supervisor for all subordinate team members assigned to the project who
have no other direct manager to whom they report to.
-Will operate with substantial discretion within broadly defined corporate policies and
procedures.
-Support technical SMEs with planning and executing all projects and client engagements to
achieve the client's objectives, milestones, and benchmarks.
-Serve as the primary point of contact for task order requirements definition, planning, execution
and reporting for all assigned projects.
-Coordinate regularly with the client to ensure that the resources available and the execution
plan are sufficient to achieve the client's goals and objectives.
-Plan and budget for all resources required to successfully execute all assigned projects,
including, but not limited to direct project salary/labor, contracted labor, indirect salary/labor,
material, travel, and other business development expenses.
-Ensure that project team performance consistently meets or exceeds established customer
satisfaction benchmarks.
-Work with Recruiting to attract, recruit, and retain team members who meet or exceed our high
standards.
-Develop and document personal and project goals that support program goals.
Qualifications
Necessary Skills and Knowledge:
-Knowledge of large federal program management and federal budget process.
-Knowledge in identifying and mitigating risks associated with Health IT projects, ensuring
compliance with industry standards and best practices.
-Strong knowledge of care management and care coordination software,
-Demonstrated ability to coordinate with cross-functional teams, including software developers,
clinical staff, and external stakeholders, to ensure successful project delivery.
-Ability to use sound judgment in problem solving and excellent interpersonal and
communications skills required.
-Ability to coordinate multiple sites and complex issues at any given time required.
-Familiarity with healthcare data privacy and security standards, including HIPAA, GDPR, and
other relevant regulations.
-Ability to assess and prioritize IT initiatives based on organizational needs and strategic
objectives in the healthcare domain.
-Experience managing the development, implementation, and maintenance of healthcare
interoperability solutions, including EHR integration and data exchange.
-Solid understanding of healthcare workflows and processes to optimize software solutions for
care coordination and care management.
-Excellent communication skills to effectively convey technical concepts to non-technical
stakeholders and facilitate smooth collaboration between teams.
Minimum Qualifications:
-Bachelor’s degree in management or health-related field preferred.
-Minimum 10 - 15 years of project management experience.
-Proven track record in managing complex Health IT projects, utilizing Agile, Kanban, Scrum, or
other project management methodologies.
-Experience with an understanding of Health IT standards, and their application in care
coordination and care management software solutions
-Experience using modern medical record platforms such as Cerner, Epic, and Allscripts that
could exchange data with the CM/CC Software.
Preferred Qualifications:
-Master's Degree in management or a health-related field.
-Experience managing the development, implementation, and maintenance of healthcare
interoperability solutions, including EHR integration and data exchange.
-Possess the ability to pass a NACI background investigation and to acquire a CAC Card
