This position supports the Bureau of Land Management Nevada State Office. ? The BLM Experienced Services Program is a unique partnership created to help solve the workforce issues facing government agencies. The program connects experienced workers (age 55+) to the BLM to provide scientific, technical, and administrative support. ? BLM ESP positions are meant to provide temporary, project-based support. ? A background security investigation may be required prior to the start date. Only those positions with 30+ hours per week are eligible for health insurance benefits; all positions will accrue sick leave. ? The experienced workers participating in the Program are referred to as ?Enrollees? and are not employees of the BLM or NEW Solutions. NEW Solutions is the ESP non-governmental organization responsible for administrative aspects of the program, and the Enrollees work under BLM direction to assist the Agency staff in carrying out their mission. BLM ESP Enrollees benefit from the opportunity to keep technical skills current; to access new training opportunities; to engage in gainful project-based positions; and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy, and their own financial security.

Qualifications:

Minimum of 15 year(s) of experience in Minimum of 15 years of experience as a GS-1373-l I Land Surveyor or higher. Minimum of at least 6 years as a State Licensed Professional Land Surveyor. Licenses obtained from any State qualify. OR BA/BS Degree

  • Professional experience working as a 1373 Land Surveyor processing and/or examining Federal authority surveys conducted under Bureau of Land Management jurisdiction.
  • Experience required with Windows, MS Word, MS Excel
  • ARCVIEW (GIS); AutoCad and Coordinate Geometry Software; GPS Processing Software
  • Power Point is a bonus, but not necessary. Illustrations and Power point training material can be prepared using alternate methods.

Duties:

Task based work preparing and providing training, reviewing specific projects, preparing reports of findings and providing recommendations to the BLM. The enrollee may work between 5 and 50 hours during a pay period, but will not exceed 40 hours in one week or more than 50 hours in a pay period.

  • Assist full time Federal employees with the performance of legal, administrative and technical examinations of cadastral surveys, supplemental plats, administrative surveys and protraction diagrams that are prepared by the Bureau of Land Management in Nevada. Review accuracy of full time Federal employee examinations of official surveys, administrative surveys, protraction diagrams and Land Surveyor Reports for compliance to policy, statutory requirements and judicial interpretations. Project specific work required under Department Manual (303 DM7, 600 DM5). This workload will be intermittent. Federal agencies and Tribal customers request boundary evidence evaluation projects from the BLM. Nevada State Office Cadastral Survey staff will assign projects and monitor completion. The enrollees will research complicated land survey and land status issues, prepare or perform quality assurance on boundary evidence documents, and submit reports of findings and recommendations to the BLM.    60%
  • Assist with the preparation of Cadastral Survey Special Instructions, Assignment Instructions, Supplemental Plats, and Survey Returns (Draft field notes and Plats).   10%
  • Mentorship and training of staff, demonstrating judgment and professionalism required.   30%
