Regional Government Services and its staff are conducting the recruitment on behalf of the City of Walnut Creek .
The Position
As a valuable member of the Administrative Services Department, the Budget and Procurement Manager will serve as the Division Manager. This position plans, directs, and supervises either City-wide operating and capital improvement budget development and administration, financial reporting, and/or general accounting activities of the Administrative Services Department; coordinates assigned activities with other divisions and departments; participates as a member of the Department’s management team in departmental policy development and administrative planning; addresses departmental issues; and performs related work as required. The position manages the purchasing program for the City, ensures compliance with City policies and procedures, provides budget analysis, and monitors procurement practices. THE IDEAL CANDIDATE WILL:

Problem Solving - Finds solutions to difficult or complex issuesA bachelor’s degree from an accredited four-year college or university is required, preferably with a major in accounting, business or public administration, with an emphasis in accounting or finance. Certified Public Accountant designation is desirable.
A minimum of five years of progressively responsible experience at a professional accounting/finance level, which includes two years of supervisory responsibilities in accounting, budgeting, or finance administration.
Any equivalent combination of education and experience will be considered, but experience in a public agency is required.
SALARY INFORMATION: $125,641.10 - $175,878.04 Annually. Additional salary adjustment is currently under negotiation and anticipated for early July 2024.

Online Skills Assessment – (Pass/Fail) An Online Skills Assessment may be used to evaluate candidates’ knowledge, skills, and abilities for the position. The Skills Assessment may be conducted via a video conference platform and is tentatively scheduled the week of March 11, 2024. Candidates who pass the Online Skills Assessment will be invited to participate in the next step of the Selection Process.
