RSCH ADM 3 (Senior Contracts and Grant Analyst) Job Summary
Department Purpose The Transportation & Energy Cluster provides support to six high-profile units, including the Institute of Transportation Studies, the Energy & Efficiency Institute, the Policy Institute for Energy, Environment and the Economy, the Energy Institute, and the Air Quality Research Center. Within those five units are a few more sub centers' including the Western Cooling Efficiency Center, Plug-In Hybrid Electric Vehicle Center, the Sustainable Transportation Energy Pathways Program, the China Center for Energy and Transportation, and the Urban Land Use and Transportation Center (ULTRANS). These units are 95% soft-funded with annual expenditures totaling more than $17 million. Further, the Transportation & Energy Cluster host two graduate programs in Transportation, Technology & Policy, and the Energy Graduate Group, sponsors a comprehensive program of events, seminars, conferences, and workshops, and is the only sub-college unit on campus with its own development officers (2.5), raising, on average, $3-4 million/year.'
Job Summary Under direction of a Contract and Grants Supervisor, as part of a team, independently work with faculty and staff from a specific set of programs and centers to review proposals prior to submission to sponsors, negotiate research agreements with sponsors, assist PIs in development proposals, and negotiate a portion of the resulting contracts and grants. Provide budgetary planning and extramural analysis. Manage and analyze financial data from a variety of revenue streams, including state general funds, extramural grants, gifts, endowments, and other funding sources to provide forecasting and control of complex budgets. Work with unit Principal Investigators, CAO's and Directors on pre- and post-award processes and budget preparation. Serve as the compliance officer for department contract and grant activity, ensuring costs are allowable and effort reporting and cost-share commitments are properly documented.
This position will serve as the lead Financial Analysts for the Cluster and backup coverage for the Contracts and Grants Supervisor during absences and support the other Financial Analysts as needed.

PHYSICAL DEMANDS - Work at a computer for extended periods of time.

WORK ENVIRONMENT - Work some overtime including evenings and weekends to meet project deadlines and/or operational needs. Restricted vacations during fiscal close.

MINIMUM QUALIFICATIONS Minimum Education/Experience: - Research administration experience, and specifically preparation, review, and submission of proposals for contracts or grants, or preparation, review, and negotiation of research agreements.
- Experience interpreting, communicating, and applying terms and conditions of various sponsor's, federal, and state guidelines, policies, and practices; and experience in budget preparation, financial analysis, forecasting and strategic planning to analyze and compile financial data and reports.
- Experience controlling complex budgets, accounting and personnel functions including detailed budget preparation, contract and grant budget proposals, purchasing, payroll, ledger reconciliation, and fiscal close
- Experience with federal and private compliance regulations governing grant budgeting, financial reporting, cost-sharing standards, cost allocation, and policies regarding use of grant funds.
- Experience interpreting, communicating, and applying principles, policies and procedures governing research and intellectual property.
- Experience using automated financial and payroll/personnel systems; knowledge of cost allocation methods and experience recognizing and responding to problems with cost recovery, invoices, accounts and payroll.
- Experience analyzing the quantitative aspects of fiscal and budgetary issues; -Computer skills to utilize various programs and software for word processing, spreadsheets, and website applications.
PREFERRED QUALIFICATIONS Preferred Education/Experience: - Experience with UCPATH, Kuali, and FIS Decision Support.
Preferred Knowledge, Skills, and Abilities (KSA) : - Analytical skills to assume responsibility for coordination and completion of complex projects requiring interactions with many internal parties in a large organizational structure.
- Critical thinking and problem-solving skills to analyze complex data and develop meaningful solutions to specific problems.
- Organizational skills to work with changing priorities and demanding workload and to use independent judgment to make logical decisions.
- Interpersonal communication skills to effectively interact with a diverse population and to research, secure, and/or provide information to clarify situations, and resolve problems.
