GENERAL DESCRIPTION:

 

This position maintains, manages, oversees, and supervises the use of the statewide database of cultural resources and their associated inventories per requirements of the National Historic Preservation Act. Prepares correspondence to address inquiries of clients/users on a wide variety of complex historic preservation topics. Helps maintain official administrative records, logs, files, and other records related to cultural resources. Oversees the permanent archival collection of records housed at the University of Wyoming, Department of Anthropology per the state statute. Disseminates information about archaeological and historic sites from the statewide databases to private consultants, federal agencies, researchers, and students in the form of file searches. Acts as the general point of contact for the Wyoming Cultural Records Office and WyoTrack by answering phones, and emails, and coordinating with agencies, consultants, and the rest of the SHPO staff.

• Assist in the management of the cultural resource data (i.e., physical and digital records) housed at the Wyoming Cultural Records Office. 
• Coordinate and organize training to help develop contract employees' and student interns' skills in the management, maintenance, technical review, and development of official state archives and electronic records required by the National Historic Preservation Act and the Wyoming state statute. 
• Perform quality assurance and quality control (QAQC) of cultural resource documentation submitted by federal agencies, consultants, researchers, and students. 
• Return records for correction or rectify the data if there are deficiencies. 
• Maintain, manage, and supervise the use of the statewide database and the associated records of archaeological and historic resources per requirements of the NHPA (16 U.S.C. 470 et seq.). 
• Assist in the training of contract employees and interns in the inclusion of archaeological and historic property information into the statewide database (i.e., WyoTrack). 
• Assist in the development of methods to detect problems or inconsistencies in the information submitted by contract or student interns. 
• Review and approve user applications and resumes/curriculum vitae for access to WyoTrack. 
• Ensure that users meet the Secretary of Interior’s Standards for Archaeology and Historic Preservation. 
• Coordinate with the Wyoming Cultural Records Office Manager and the Geographic Information System (GIS) Supervisor to develop and manage GIS projects and database management workflows and goals. 
• Assist in the approval of Smithsonian Number requests for cultural resources and ensure the data quality and accuracy of the submitted GIS data. 
• Work with the University of Wyoming Information Technology (IT) division and serve as a staff contact if any issues arise at the UWIT building. Stay up to date with current technological advancements and changes in GIS, RDMS, and other software applications. Interface with federal agency IT and GIS staff to help support outside use of SHPO databases and records.
• Review, approve, and manage user accounts per state and federal requirements. Review user applications to ensure they meet the SOI qualifications. Review and monitor accounts to ensure they are following proper procedures and requirements; suspend and/or cancel accounts if necessary. 
• Provide on-call support to WyoTrack users. Communicate and demonstrate proper use of the databases. Provide guidance to consultants and agency users on the documentation needed to complete NRHP evaluations. 
• Advise and provide professional opinion on the treatment and preservation of cultural resources to consultants and agencies
• Assist in the development and implementation of Wyoming state standards for the treatment and documentation of archaeological and historic resources. Participate in the writing, review, and implementation of existing, revised, and new standards in the documentation and treatment of historic properties. 
• Work closely with the UW faculty to recruit and advertise student intern positions. Work closely with contract employees and UW student interns. Advise and train contract employees and interns on how to process legacy data and manage incoming submissions in WyoTrack. 
• In coordination with the WYCRO Manager, assist in the establishment of student intern goals and help assign a final semester grade when necessary. Help provide student research opportunities and support graduate student projects.

PREFERENCES: 

Preference may be given to applicants with a Bachelors's or Master,'s degree (preferred) in Anthropology (with emphasis on Archaeology), History, Architecture, or Historic Preservation.

KNOWLEDGE: 

 

• Knowledge of the Section 106 process, National Register bulletins and guidelines, and the Secretary of the Interior’s standards. 
• General familiarity with RDMS, GIS, and WyoTrack (preferred but not required). 
• Skills in critical thinking, communication, organization, and time management. 
• Ability to communicate clearly to the public and other non-archaeologists. 
• Ability to analyze complex documents with technical details. 
• Strong writing skills. 
• Extensive understanding of the proper treatment of archaeological and historic sites and their placement in Wyoming’s heritage. 
• General skills in the identification and evaluation of historic buildings, structures, objects, landscapes, and districts. 
• Thorough knowledge of Wyoming prehistory and history. 
• Knowledge and skill in the application of the Secretary of the Interior’s standards for rehabilitation. 
• Ability to justify and communicate proper treatment with property owners, developers, and agency land managers.

MINIMUM QUALIFICATIONS:

 

Education:

Bachelor's Degree (typically in Cultural Resources)

 

Experience:

1-2 years of progressive work experience (typically in Cultural Resources) with acquired knowledge at the level of a Senior Cultural Resources Specialist

 

OR

 

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Cultural Resources) with acquired knowledge at the level of a Senior Cultural Resources Specialist
