THIS POSITION REQUIRES A VALID U.S. PASSPORT AND ABILITY TO BE AT SEA FOR AN EXTENDED PERIOD OF TIME.
Reporting to the Master/Captain, the First Officer is the second in command on the vessel, head of the Deck Department, and assumes responsibility and command of the ship in the absence or disability of Master. The First Officer (chief/first mate) is in charge of the navigation on the bridge and supervises all the department officers and unlicensed seafarers. The First Officer keeps the Captain informed of department condition and performance of deck personnel. The First Officer ensures that all maintenance and repair work on deck, the ship's hull, and all equipment are carried out. Prior to sailing, the First Officer ensures that all gear and equipment are secure for sea and reports to the Captain the status of crew and ship's readiness. The First Officer supervises the navigation officers and is responsible for the training and induction of deck officers and unlicensed seafarers on board. The First Officer stands underway navigation watches on the ship’s bridge at sea and gangway/security watches in port. The First Officer assists Master/Captain in ensuring hours of rest are tracked and signed off by each mariner for STCW compliance.
The First Officer serves as the Vessel Security Officer (VSO) and is charged with planning and executing drills and training sessions for the crew. The First Officer assists the Master in administering medical first aid and maintaining inventories of medical supplies and pharmaceuticals.
Bachelor's degree from an accredited sea service academy with four (4) years sea duty as a deck officer; in the absence of a formal degree, equivalent work experience. Chief mate experience on a similar research vessel is preferred.

Demonstrated skills in deployment, recovery and boat operations.
Demonstrated knowledge of principles of watchstanding at sea and in port.
Demonstrated navigation skills with extensive experience in electronic navigation, charting, piloting and sailing. Strong experience with special navigation and ship handling techniques; dynamic positioning, track line, operations, at-sea deployment / recovery of over-the-side equipment, rough weather ship handling, etc.
Demonstrated ability to operate a variety of standard office software applications and common navigation and ship management software.
Good working knowledge of and familiarity with federal regulations relevant to maritime operations (33 CFR, 46 CFR, COLREGS) and international regulations (SOLAS Convention and all relevant Annexes: MARPOL, ISM Code, ISPS Code, etc.)
Highly skilled and experienced in the safe handling and use of mooring lines.
Demonstrated interpersonal skills and ability to communicate effectively orally and in writing to diverse group of people. Demonstrated acumen to explain, advocate, and express facts and ideas in a convincing manner, and negotiate with individuals and groups internally and externally, including the ability to communicate clearly verbally and in writing to agents and business contacts who speak English as a second language.
Demonstrated ability to function effectively under pressure, manage crisis situations and lead by example.
Thorough business and math skills, including working knowledge of the principles of accounting, with experience in procurement, budget development, cost analysis, inventory management and planning.
Demonstrated experience and leadership in organizing and prioritizing work, and executing for best effect.
U.S. Passport.
U.S. Coast Guard Chief Mate, Oceans, Unlimited with Radar Observer endorsement
Ability and willingness to go to sea for extended periods of time (approx 8 - 12 weeks at a time).
Ability to pass physical examination and U.S. Coast Guard (DOT) regulations for Chemical Drug and Alcohol pre-employment screening and post-employment random testing.
Global Maritime Distress and Safety System (GMDSS) Radio Operator's License.
U.S. Coast Guard Standards of Training, Certification and Watchkeeping for Seafarers (STCW95).
U.S. Transportation Worker Identification Credential (TWIC) issued by Transportation Security Administration (TSA).
U.S. Coast Guard Merchant Mariners Document (MMD) or Credential (MMC).
Vessel Personnel with Designated Security Duties (VPDSD).
Pay Transparency Act
Annual Full Pay Range: $106,771 - $155,541 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $51.14 - $74.49
