Job description
The Governor’s Office of Planning & Research (OPR) seeks to fill a permanent, full-time Staff Services Manager I (Specialist) position within the Strategic Growth Council.
Senate Bill 1320 requires the state to implement sustained California climate change assessments, reporting the impacts and risks of climate change based on the best available science, and identifying potential solutions to inform legislative policy. The fifth iteration of this assessment will invest in applied research to advance science-based climate policy and equip public agencies and private, non-profit, and community-based entities in California with the information they need to identify climate-related risks and equitably and cost-effectively implement adaptation and resilience policy and practice. The Fifth Assessment will integrate meaningful engagement and collaboration throughout the entire five-year timeline, as well as advance integration of Tribal knowledge and science into the assessment process and resulting products and outcomes. The Governor’s Office of Planning & Research (OPR), through the Integrated Climate Adaptation and Resiliency Program (ICARP), is the statutory lead for the assessments, in partnership with the California Natural Resources Agency, California Energy Commission, and SGC. This position has the unique opportunity to work on an interagency research-to-policy process, providing dynamic leadership and innovative creativity that ensures the Fifth Assessment is a global model in actionable, partnership-based, climate science. Engagement strategy and process will be incorporated into all aspects of the Assessment that includes developing, designing, and expanding community-driven understanding and priorities about research gaps and opportunities related to climate resiliency and climate equity, refinement of priority topics, funding to support engagement throughout the development of all Assessment deliverables and reports, and product roll out. Robust engagement will ensure that underserved and vulnerable communities are informing research priorities and guiding the research process, and that final decision-support tools and products are accessible to communities.
Under the general direction of the 5th Assessment Program Manager, and applying input and expertise from SGC’s Climate Change Research Program Manager (SSM II), the Strategic Engagement Specialist will lead the engagement initiative throughout the Assessment. As the lead subject matter expert this position will build the Community Engagement in Research best practices into the plan and implementation for the 5th Assessment work.
Occasionally may need to work on evenings, weekends, and holidays; and overnight travel up to 15% may be required. This position is eligible for telework in accordance with the OPR Telework Policy.You will find additional information about the job in the .
The positions at OPR may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code Section 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the OPR Telework Policy and/or future program need.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests.
