Job Description and Duties

Regulatory and Legislative Analyst is responsible for a wide range of research and analytical duties which center on complex research of state legislation, statutes and regulations, including Title 17 and the Lanterman Developmental Disabilities and Services Act. The Associate Governmental Program Analyst performs varied and complex technical, analytical and policy analysis related assignments in support of the regulations and legislative processes, including researching and drafting regulations in accordance with the Administrative Procedure Act (APA), bill analyses and enrolled bill reports for approval by management.

This position is eligible to participate in DDS’ hybrid telework schedule. Participation in telework is subject to DDS’ guidelines.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of : The Lanterman Act and DDS’ programs and regional center community services; APA rules and policies; and OAL’s rulemaking process. Formal and informal aspects of the legislative and regulatory processes. The administration and DDS’ goals and policies.

Governmental functions and organization at the State and local level. Computer programs (Outlook, MS Word, MS Excel, PowerPoint, Adobe Professional).

Ability to: Reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental problems. Develop and evaluate alternatives. Analyze data and present ideas and information effectively both orally and in writing. Consult with and advise administrators or other interested parties on regulatory issues. Gain and maintain the confidence and cooperation of those contacted during the course of work. Review and edit written reports. Establish and maintain project priorities.
