Labor Relations Analyst 2 Location Anchorage, AK (Ted Stevens Anchorage International Airport area) : This position is open to Alaska Residents only. The Alaska Department of Administration, Division of Personnel and Labor Relations, is seeking to fill a full-time Labor Relations Analyst 2 to join our team in Juneau or Anchorage! What You Will Be Doing: You will serve as the State's advocate in all assigned labor relations activities. You will be researching and making recommendations and preparing for and/or present arbitration, meditations, and other dispute resolution activities. This position also participates in and/or leads contract negotiations, as well as provide consultative and training services to agency human resource, supervisory, and managerial personnel. Our primary services include representing the Administration in contract negotiations, responding to grievances and complaints on behalf of the Commissioner of Administration, representing the State of Alaska in arbitration, mediation, and other dispute resolution procedures, representing the State of Alaska at Alaska Labor Relations Agency hearings regarding unfair labor practices, unit clarification and other matters, providing training and consultative services to managerial and supervisory personnel on contract negotiation and administration, and establishing and administering labor-management committees. Who We Are Looking For: We are looking for a successful candidate that has the following competencies: - Research: Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
- Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
- Writing : Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
- Conflict Management: Manages and resolves conflicts, grievances, confrontations, or disagreements in a constructive manner to minimize negative personal impact.
- Personnel and Human Resources: Knowledge of hiring, classification, benefits, labor relations, negotiation, and State and federal employment regulations.
Special Note: Valid driver license desired. Minimum Qualifications
A bachelor's degree or the equivalent in any field from an accredited college or university AND One year of advanced professional labor relations experience or expert managerial human resource experience. This is met by experience as a Labor Relations Analyst 1 or Human Resource Consultant 4 with the State of Alaska, or the equivalent elsewhere. Substitutions: Four years of any combination of post-secondary education and/or technical or professional experience in human resources or labor relations will substitute for the required bachelor's degree. A degree from an accredited law school will substitute for the education and labor relations experience. Special Note: "Human resource" includes experience in recruitment and selection, classification, employee training, employer provided benefits programs, employment law compliance, personnel and payroll, and labor relations. Experience in related fields such as human rights and workers' compensation is also qualifying. Supervision of employees in and of itself does not constitute human resource work. "Labor relations" includes experience in grievance processing, arbitration preparation and presentation, labor contract interpretation and application, preparation of proposals and strategy for negotiations, participation in negotiations as team member or chief spokesperson, or specific research endeavors in support of these activities.
