Description
1st Choice is seeking an experienced Project Manager to lead accurate, complete, and timely collection, delivery, and tracking of data within a research or biomedical research environment for analysis, reporting, and presentation. To lead the annotation of images in datasets for Phase II and III clinical trials, grant-funded research, and data collected data. The candidate will develop mechanisms for monitoring project progress and for intervention and problem solving with project leads, line managers, and clients. The candidate will oversee and manage the operational aspects of ongoing projects and serve as liaison between program management, the project team, and line management. The candidate will review the status of projects and budgets, manage schedules, and prepare status reports, assess project issues and risks and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
Duties and Responsibilities
- Ensure that all Program Business Commitments are achieved, and that forecasting accuracy is maintained at the highest level possible
- Maintain project timeframes and status reports
- Collaborate with the customer and internal/external stakeholders to ensure client satisfaction
- Proactively develop and maintain strong customer relationships
- Assist in proposal development and the development of white papers
- Exhibit strong business acumen and ability to develop and execute business growth strategies
- Ability to track work accomplished to baseline plans as well as identify issues, and track progress
- Follow through on effective corrective actions based on data analysis and trends
- Skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives
- Manage multiple projects of significant complexity, size, risk, and complex interdependencies
- Provide status and monthly reports regarding the tracking and presentation of program/project deliverables
- Serve as WCLLC’s primary point of contact to the Customer. Interact with client and/or subcontractors to understand program requirements, timelines, resources available, and existing assets to leverage.
- Lead stakeholders through the strategy and process to define program needs
- Perform other duties as assigned
Qualifications
- Knowledge of popular analysis platforms such as 3D Slicer, OHIF Viewer, Clara SDK, MONAI, PyTorch, and Tensorflow
- Experience in statistical modeling, machine learning, big data analytics, and algorithmic analysis
- Experience working with large datasets aka “Big Data
- Interest in and enthusiasm for planning, developing, managing, and evaluating health care research programs and policies
- Proven experience in overall program management, meeting all deliverable and performance goals
- Proven experience managing complex budgets and tracking of costs for service delivery as well as managing senior technical staff
- Proficient in Microsoft Office products
- Superior verbal and written communication skills to include appropriate stakeholder audience definition and messaging
- Experience balancing multiple projects with strong attention to detail, organization, and efficient time management
Requirements and Experience
Education/Skills
- BA/BS or equivalent 10+ years related experience
- Strong leadership and motivational skills
- Exceptional communication, interpersonal, and collaboration skills
- Ability to respond effectively to changing events and competing priorities
- Oral and written communication skills
- Time management skills; prioritizes time and projects appropriately
- HUBZone Residency Preferred
Experience
- Understanding of risk and opportunity management
- 5-7 years’ experience in an IT &/or Project Management role.
- Work experience with government contracting practices and regulations
- Previous experience developing and executing proposal plans and strategies
Licenses, Registrations, or Certifications
- PMP certification

Duties and Responsibilities- Write responses to Federal Government RFIs and RFPs at the IDIQ, BPA, and Task Order level, and other responses at the contract program level
- Lead content focused interviews as necessary, compile the related data, and use that data to write proposal content
- Review and contribute to proposal outlines and compliance matrices
- Research, write, and edit technical material for use in proposal development activities
- Participate in developing and generating strategies, win themes, and discriminators for responses
- Write a variety of proposal sections, including executive summaries, technical approaches, management plans, and other content, and integrate proposal content authored by other writers into cohesive, compliant technical proposals with the flow of one voice
- Design or suggest graphics for written proposal material
- Participate in content review sessions
- Review and edit final text for grammar, tone, style, clarity, and consistency
- Participate in advancing drafts throughout the writing process and color team reviews
- Support final proposal production as required
- Responsible for the writing and editing of research and evaluation reports to demonstrate progress, findings, and results, including identifying barriers and strengths that impact program success
- Assist project managers and senior scientists in the preparation and publication of high-quality technical documents
- Write, review, and/or edit other corporate documents as requested
- Other duties as assigned
Qualifications- Bachelor’s degree in English or other related discipline, or public health, social science, anthropology, or related field
- 7+ years of post-graduate experience in scientific technical writing, editing, or quality assurance auditing of draft technical reports
- Experience writing reports, briefs, and similar content
- Creative insights and an ability to tell a Story through the lens of a Supplier of Services
- Knowledge of the Federal Government’s acquisition process
- Strong knowledge of Microsoft Word, PowerPoint, and Adobe Acrobat
- Ability to work under tight deadlines and on multiple documents
- Highly organized, proactive, and collaborative
- Must have excellent interpersonal, verbal, and written communication skills
- Ability to meet milestones and deadlines

- Knowledge of public health sciences and research methods is preferred
