Position Overview
The Technical Services group is a multi-disciplinary team of engineers, architects, landscape architects, engineers-in-training, architect interns, designers and constructability technicians who provide design and construction support services. The primary role of the Mobility Infrastructure Team Lead is to lead staff and external resources in the execution of tasks, projects and programs within Harris County. They ensure that task goals and objectives are achieved through managing resources, monitoring the project and task schedules, facilitating solutions, identifying and mitigating risks, and promoting cohesion of effort. This includes maintaining solid working knowledge of their scopes, timelines and objectives so their staff can rapidly respond to inquiries from the client or management, identify systemic challenges, and initiate solutions. They provide QA/QC on their staff's work, and ensure risk management, regulation compliance are properly executed. The Team Lead works with limited to no oversight, often leading briefings and communications with management and client staff directly. The Team Lead will be expected to use licenses and credentials within their field of expertise.
This position will largely focus on Roadways and Pedestrian Facilities Project Delivery through in house design and consultant resources. The Team lead is expected to be the subject matter expert on their group's projects, the related standards, regulations, and study and design processes and procedures for their teams projects.
Job Duties/Responsibilities
Managing their group and coordinating resources to ensure timely execution of all the projects and tasks within their portfolio.
Perform as the Subject matter expert on all aspects of their staff's Projects, keeping a working knowledge of all of the projects and staff functions within their programs.
Teach, Coach, Mentor and Train junior staff within the organization within their professional expertise and project management.
Supervising in house professionals and consultants on the delivery of projects from pre-planning to conclusion, ensuring compliance with all regulations and funding requirements.
Communicating regularly over multiple platforms, to include but not limited to in person briefings, public meetings, virtual calls, phone, text, and email.
Communicating effectively with constituents, utility providers, engineering senior management, elected officials, their staff and other public agencies.
Ensuring project managers are leading their project meetings and communicating effectively with clients and county staff.
Communicating with staff and management to balance workloads of available resources, identify deficiencies, and recommend innovative solutions to meet their objectives.
Ensuring regulatory compliance and related approvals and permits are executed at all phases of the projects.
Balancing details and technical aspects with functional and legal requirements such that project expectations are met within monetary and schedule constraints.
Proactively identifying and addressing schedule, budget and performance issues with management, clients, and their staff as necessary to resolve issues and mitigate risks before impacting project and program expectations.
Assist with county wide disaster recovery efforts if directed following a major event.
Perform additional tasks as assigned.

Education:
Bachelor's Degree in Engineering, Engineering Technology, Civil Engineering, Construction Management or equivalent related field needed to meet Licensing requirements of this position.
Experience :
Minimum Seven (7) years of Experience in the management of multi-disciplined civil engineering projects in a professional team or resource group environment.
Concurrent, Minimum Seven (7) years supervising a staff of 3 or more designers/engineers/architects in infrastructure plan production.
Detailed knowledge of HC, HCFCD, COH or TXDOT standards and specifications.
Signed and Sealed at least (3) infrastructure plan sets.
Military service in an applicable field is acceptable.
Knowledge and Skills:
Excellent written and oral communication skills.
Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
Ability to read, interpret, and create construction plans, estimates and specifications
Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules
Valid Texas driver's license upon hire, a good driving record
Ability to drive a County vehicle to various job sites as needed to accomplish tasks and projects.

Additional experience beyond the required in the design or construction of public infrastructure.
Proven ability to lead negotiations with consultants, developers, other agencies, and stakeholders to procure resources and formalize cooperative relationships that achieve program goals.
P.E. License within the state of Texas
Monday through Friday
Subject to Early Mornings, Evenings, Weekends & Holidays as needed.
SALARY :
Commensurate with experience
26 Pay Periods
INTERVIEW/ASSESSMENT:
This position may have an assessment as part of the interview process.
Attend in office interview and take a 1-hour Civil 3D CAD test on interview day for evaluation
Employment may be contingent on passing a drug screen and meeting other standards.
