CITY OF READING – ACCOUNTING MANAGER

THE OPPORTUNITY
The Accounting Manager facilitates, using the MUNIS platform, the accounting processes and leads team members that receive and disburse funds within a $50M annual budget. The role reports to the City’s Controller and interfaces with the Treasury and City Auditor in planning, reporting, and analyzing financial activities.
KEY RESPONSIBILITIES:
- Leadership: Lead, train, and manage the general accounting team.
- Budgeting: Work collaboratively with the Controller to develop the annual operating budget and capital investment budget.
- Cash Disbursements: Coordinate with the Treasury team to ensure ash is properly received and allocated for issuing payments.
- Fund Reconciliation: Review investment portfolios with the Community Development Department to ensure the accuracy and reconciliation of related project funding and grants.
- Financial Analysis and Reporting: Review long-term debt activities and complete issuance analysis. Provide financial data and requested reports to the Administration and outside agencies.
- Policy Administration & Implementation: Administer and oversee the policies and procedures for the Accounting and Treasury functions, while seeking opportunities for continuous improvement.
- Fixed Assets: Maintain of the fixed asset schedules.
- Compliance: Ensure compliance with State and Federal fiscal and administrative regulations (GASB).
KEY QUALIFICATIONS FOR SUCCESS:
- Sound Decision-Making: Demonstrate an innate ability to make timely and confident decisions.
- Planning and Organizing: Engage in logical and systematic thinking to develop meaningful plans for goal execution.
- Continuous Improvement : Actively seek opportunities for process improvement to promote reliability, quality, and efficiency.
- Education: Bachelor’s degree in accounting or finance; CPA certification preferred.
- Experience: Minimum five years' accounting experience with 2-3 years in the public sector.
