Summary
Get the best of both worlds working for a vibrant small business on a long-term Federal project. Assist with budget formulation and execution, financial management, and acquisition analysis support to ensure the fiscal health of the managed budget and drive optimal value of budget allocations. Exercise your expert knowledge of Capital Planning and Investment Control (CPIC) in an environment that provides autonomy and flexibility, on a project that respects, utilizes, and develops your expertise. Work in a small team of technical and program support consultants for a large federal agency.
Workplace is currently remote with a slight chance that may change to an onsite location in Rockville, MD in the future. Please note this is a contingent role, dependent upon award of a contract. Letter of Commitment required.

Responsibilities
Provide financial planning for large organizations or project(s) or a significant segment of a large complex organization or project. Provide the overall approach to aligning financial plans and mission statements so they can be used as springboards in envisioning the desired future. Assist in budget development, and subsequent goal delineation, provide guidance for building operational plans, specify measurable outcomes to include capital outlay planning efforts in a consolidated strategic planning process, and prioritize those initiatives. Assist in the preparation of key strategic planning documentation, including Office of Management and Budget (OMB) submissions.
Specific tasks include:
- Support the review of budget submissions for compliance with budget authority.
- Assist in the budget formulation and make recommendations for enhancements to the formulation process.
- Support the development and review of budget narrative justification, performance indicators, and benefits for projected funding needs and provide analysis of performance management
- Maintain complete and accurate records of funding levels and expenses.
- Perform trend and variance analysis on budget, cost, or other financial information.
- Assist in establishing the priorities for spending requests to stay within the established spending plan.
- Review and track purchase requests, reimbursable agreements, intra-agency authorization memoranda of understanding/agreements, and other financial documents based on Government approval and availability of funds.
- Provide Program Managers, CORs, and CIO with current financial data to support the management and oversight of IS/IT investments.
- Provide support to the CIO for budgeting and planning meetings with NIAID executives.
- Analyze and provide recommendations for financial planning, policy formulation and implementation, and decision-making.
Qualifications - Required
- Bachelor's degree in a related field
- 6+ years' of relevant experience
- 3+ years' experience using a CPIC tool such as GSA Folio/eCPIC
- 3+ years' CPIC experience including preparation of Major IT Business Case (formerly Exhibit 300) and IT Portfolio Summary (formerly Exhibit 53)
- 1+ years' experience participating with formal system lifecycle management
- Experience at a federal agency or similar (ideally at NIH or one of its OpDivs)
Qualifications - Highly Desired
- Capital Planning Professional (CPP) Certification
- Strong understanding of system development life cycle of IT projects
- Experience with Agile projects
- Experience with the development and review of OMB Major IT Business Case (MITBC) and IT Portfolio Submission (ITPS) including annual reporting: dashboard updating and understanding of the full federal appropriations cycle
Knowledge/Skills/Abilities
- Excellent verbal and written communication skills, with the ability to interact professionally with a diverse group of project stakeholders and subject matter experts.
- Ability to work independently on multiple simultaneous initiatives in a fast-paced environment.
- Demonstrated ability to build strong collaborative business and technology relationships.
- In-depth knowledge of the CPIC process, techniques, and governing laws.
- Working knowledge of the TBM Framework and the ability to disseminate IT costs across applicable IT cost pools and towers.
- Understanding of the Federal Information Technology Acquisition Reform Act (FITARA) and being able to respond to FITARA-related data calls.
- Ability to provide group facilitation, training, and other forms of knowledge transfer.
- Ability to work well with clients to determine requirements, and execute a plan to meet those requirements in a timely and efficient manner.
Compensation
- Commensurate with capability and experience (estimated range is $110k - $130k)
