Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating innovative solutions, strengthening partnerships and collaborations, and embracing technology. The Information Technology Services Division (ITSD) leverages data and technology to advance goals and inform action and accountability.

Under the general direction of the Information Technology Manager I, Chief of the Informatics Data Exchange & Applications Section (IDEAS), the Information Technology Supervisor II (IT Sup II) functions as the working supervisor of the Application Support Unit (ASU) and serves as a technical subject matter expert. The IT Sup II manages multi-disciplinary staff supporting IT systems and provides leadership and technical direction to staff. The IT Sup II is hand-on working with staff and supports and maintains mission critical applications and systems. This position must produce and support timely, high-quality information technology (IT) products in order to align with the ITSD mission to deliver successful technology systems and services that advance the missions of CDPH public health programs.

The IT Sup II completes work that is routinely performed in coordination, consideration, and consultation of external and internal business partners and control agencies including program directorates, the California Department of Technology (CDT), Health and Human Services Agency, local agencies, local health departments, vendor consultants, federal partners, and other CDPH IT personnel.

The IT Sup II performs duties in the Business Technology Management, Software Engineering, Systems Engineering, Information Security Engineering, Information Technology Project Management, and Client Services domains.

This position may be required to work outside of work hours as needed to provide mission critical support.

Experience in:

• Programming languages and tools including, but not limited to, ASP.Net, VB.NET, Visual Studio, DevOps, JavaScript, XML, HTML and C#.

• Application development methodologies and software architecture including, but not limited to, object-oriented programming, cloud technology, and n-tier architecture.

• Database administration, scripting and programming including, but not limited to, T-SQL or PL/SQL, stored procedures, and functions, MS SQL server.

• Business intelligence, analysis and reporting platforms including, but not limited to, MS SSAS, MS SSRS, and Crystal Reports.

• Health information technology software, standards and security including, but not limited to, Rhapsody Integration Engine, HL7 messaging, data encryption/public key infrastructure.

• Performing complex system analysis and design for new development and/or

modifications to applications and/or systems in compliance with departmental policies, guidelines, and standards. Gathering and developing business requirements, system, and program specifications, used cases, test cases, and test reports.

• Administration and configuration of server operating systems and platforms including, but not limited to, Windows Server, IIS, SQL Server.

Knowledge of:

• Information security and confidentiality policies, guidelines, and procedures, as well as industry best practices and security technologies.

• State IT policies, guidelines, and procedures.

• IT industry best practices and emerging technology trends.

• Systems development lifecycle and Agile methodology.

• Project management.
