Are you looking for your next challenge supporting research & development? Come join a dynamic team supporting the Defense Threat Reduction Agency's (DTRA) Research and Development (RD) Directorate! ARServices is seeking a qualified candidate to support the DTRA RD Counter Weapons of Mass Destruction (CWMD) Technologies Department (CX), Weapons and Capabilities Division (RD-CXW) team.
The ideal candidate for this position will have experience in managing a technical research and development project, acquisition planning, contract planning, contract management support and general project management support. This position is full-time. The work will be performed in a government facility at Kirtland AFB, NM. Although situational telework may be permitted by exception, the majority of the weekly tasks will require work on the government site. This position requires a current DoD Top Secret clearance with access to Sensitive Compartmented Information. This position involves frequent travel (some days each month) within the US.
Responsibilities
- Provide advice and options regarding all phases of planning for acquisition of Counter-WMD technical weapons research and development
- Review program documentation to ensure technical validity and facilitate cross-communication regarding program priorities and courses of action
- Participate in Integrated Product Teams and serve as acquisition point of contact
- Track cost, schedule, and performance parameters of current contracts and projects
- Assist with tracking project expenditures and development/maintenance of program review materials
- Ensure acquisition planning is compliant with Federal Acquisition Regulation, DoD Federal Acquisition Regulation Supplement, other DoD Acquisition Directives, and DTRA-specific Acquisition Directives and program management direction
- Conduct all forms of market research for Counter-WMD weapons R&D
- Assist in the preparation of solicitation documentation to include Needs Statements, Statements of Work, Independent Government Cost Estimates, contract structures and evaluation factors
- Conduct analysis of alternatives for acquisition and contracting options
- Conduct comprehensive Risk Analysis related to contracts and projects
- Provide cost estimating, life-cycle costing, and cost-benefit analyses in support of acquisition options
- Plan, coordinate, integrate, implement, and evaluate the use of available acquisition methods
- Support the development of contract option execution documentation
Requirements
- Current DoD Top Secret clearance with access to SCI
- Bachelor’s or Master’s degree in a discipline relating to science and technology, acquisition, program management, or business
- Minimum of ten years of experience in DoD research and development, project management, contract, and acquisition planning
- Expertise with DoD Research and Development (R&D) programs
- Extensive experience with Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, DoD Directive 5000 series and other DoD acquisition and contracting policies
Desired Qualifications
- Master’s degree in Project Management, Acquisition or Contracting
- Defense Acquisition Workforce Improvement Act (DAWIA) certification in science and technology, program management or contracting areas
- Experience with Counter Weapons of Mass Destruction (CWMD) weapons related R&D
- Experience in air to surface weapons development and testing
- Experience with operational test and evaluation
- Experience at DTRA
