Agency Description

The Managing Director’s Office (MDO) manages and oversees the operations of the City, including the Rebuild Office, which is a staff exclusively focused on the implementation of the Rebuild initiative.

Rebuild is an initiative of the MDO to improve physical conditions in selected parks, recreation centers and libraries across the City of Philadelphia. Rebuild is expected to invest hundreds of millions of dollars over the course of the initiative and a new office was created to carry out Rebuild’s work. In addition to revitalizing neighborhood public spaces, Rebuild is focused on using the projects it funds to empower and engage with community members and to promote economic opportunity for diverse businesses and individuals. Rebuild projects are carried out by a variety of partners, including consultants, nonprofit partners, and other City agencies. Rebuild works closely with Philadelphia Parks and Recreation (PPR), the Free Library of Philadelphia (FLP), and other City departments.

To meet its goals, Rebuild is piloting different ways to deliver capital projects to neighborhoods with the most need, engaging with community members, and prioritizing hiring diverse businesses and Philadelphians. These new approaches are creating learning opportunities so that lessons and best practices can be applied to larger public and private capital projects.

Job Description



The Rebuild Chief of Staff will work with and provide professional assistance and support to the Rebuild Executive Director on a wide range of topics related to the planning, direction, and administration of the department. The position reports to the Rebuild Executive Director and will be responsible for managing a broad portfolio of Rebuild’s projects and work closely with the Executive Director to ensure the initiative is successful.

This individual will oversee administrative functions of the office, support the development of internal procedures and practices department-wide, manage priority projects, and serve as liaison for key internal and external stakeholders including offices of elected officials. They will also ensure effective and efficient day-to-day operations of the executive team and staff, and support coordination of the organization’s priorities across the department and externally as needed.

The Chief of Staff will analyze and provide recommendations regarding legislative and policy areas; serve as the Executive Director’s liaison at meetings as needed; and conduct appropriate follow-ups after meetings. Responsibilities are broad in scope and require a high degree of political acumen and administrative discretion.

In addition, this position is responsible for working closely with the leadership team and will support implementation of processes and systems to maximize employee performance in an environment that promotes positive morale, equity, diversity and inclusion. Duties include a broad range of activities including acting as primary liaison between employees to implement department policies, practices, and procedures as well as trouble shooting issues as they arise. This position also manages all aspects of day-to-day office operations including overseeing administrative office support.

This position is exempt from civil service requirements.
