Kleinfelder is currently seeking a Technical Writer/Grant Writer to support our Engineering Services in Ohio.
We are looking for a bright, experienced individual to join our consulting team as a Technical Writer and Grant Writer. The Writer will be responsible for assisting the engineering staff in writing engineering reports, and in all phases of grants development, evaluation, and compliance, including research, pre-award grant writing, the coordination of grant applications, post award support for grant-funded projects, managing the grant reporting process, and successfully closing out grant projects with final budget and report outcomes to stakeholders. Background should include education and/or experience serving in a support role related to Municipal infrastructure planning, design, and construction projects.
Technical Writer Duties and Responsibilities:
- Technical writing, editing and quality control of Water Resource Department documents.
- Research and prepare General Plans, Master Plans, Feasibility Plans, Facility Plans, Asset Management Plans, Contingency Plans, Economic Development Plans
- Investigate, interpret and apply local, state, and federal regulations required for each type of written Plan and ensure the written document meets the requirements of regulatory agencies.
- Understanding of water, sewer, and storm sewer regulations, including State, Federal and EPA requirements.
- Ability to interpret and understand design basis reports, Engineering Reports, NEPA requirements, EPA regulations, and terminology. etc.
- Ability to research regulatory requirements and regulatory documents.
- Prepare complex spreadsheets.
- Prepare sources and uses of funds and project funding scenarios.
- Ability to meet with clients and present studies at Council meetings when necessary.
- Review documents for quality including grammar, style, content, format, internal consistency, and organization in support of environmental compliance and reporting.
Grant Duties and Responsibilities:
- Research, prepare, and submit proposals for funding.
- Investigate local, state, federal, and other sources of funds.
- Identify new funding opportunities.
- Research funding requirements.
- Knowledge of Regulatory requirements for grants (ie., NEPA).
- Meet with Clients to provide grant summaries and services for the development of new projects.
- Follow all requirements and deadlines for grant applications.
- Develop and maintain an internal grant application process.
- Develop and maintain a grant management system for funded grants that includes report due dates, budget adherence, and any other grant requirements.
- Develop and maintain a library of information on funding sources, grant writing, and community and state data relevant to the foundation's programs and services.
- Develop and maintain a grants calendar to monitor progress.
- Coordinate, develop, and process grant applications from conceptual to submission stage while working closely with staff throughout all phases.
- Communicate frequently with Client Account Managers, Technical and Practice Group leads to pre-position planned projects with applicable funding opportunities prior to Notice of Funding Opportunity or other grant announcements (particularly for recurring grant programs).
- Attend relevant events, webinars, pre-solicitation workshops or funding announcements, which may be virtual or in-person (as directed).

- Knowledgeable of funding sources, compliance issues, and legal and fiscal policies of funding sources and appropriate government agencies.
- Working knowledge of federal Justice40 initiative, and practical experience with equity, environmental justice, disadvantaged populations/communities, M/W/DBE requirements, and how these drive grant funding priorities and procurement requirements.
- Implement the use of technology to assist with grants development and management.
- High degree of initiative to find solutions and meet deadlines.
- Work creativity to help capacity or resource-constrained clients leverage multiple grant/funding sources, phase infrastructure planning and design projects, and best utilize existing client resources to meet grant requirements for matching funds or direct contributions.
- Read, comprehend, interpret, and apply governmental regulations and proposal guidelines.
- Work independently, be computer literate, and possess the ability to work under pressure and meet deadlines.
Requirements and Qualifications:
- Associates Degree in English, Journalism, Communications, Planning, Marketing, Education or a related experience
- At least one year of grant writing experience and a minimum of 3 years in the water and/or wastewater field.
