Job Description Summary:Under general supervision of the Creative Services Manager, directs and technical directs live programming of public meeting coverage for City of Boulder 8 TV cable television station and streaming outlets. This position also performs other production services, including but not limited to scheduling of programming, maintaining livestream packs for use by department colleagues, documenting standard operating procedures, and basic filming/editing assignments as needed in coordination with other Creative Services colleagues. Job Description ESSENTIAL DUTIES & RESPONSIBILITIES Directs, technical directs and shoots cable television programs such as City Council live telecasts.Operates video switcher and robotic video cameras.Technical directs and operates character generator during live broadcastDirects production crew in single and multi-camera productions.Performs postproduction video and audio integration to create broadcast quality programming for Boulder 8 TV, city website and social media venues, including titling, trimming of files and delivering them to the designated location (digital and physical copies)Other duties may include, studio camera operation, audio mixing, character generator operation, teleprompter operation, editing, DVD authoring/duplicating and other production related duties as requested. Provides support and production services for live and taped programming.Schedules and prepares files for playout for the Channel 8/880 broadcast.Coordinates use of livestream and portable video packs related to events held in locations other than City Council Chambers; assists as needed with other equipment necessary to record and/or livestream high priority city events.In partnership with the Creative Services Manager and others, documents and updates standard operating procedures to ensure consistent service delivery.Provides support for on-demand videos of boards and commissions meetings, and other appropriate video content, on the city's YouTube platform.Quickly and effectively solves problems that arise while in a live broadcast environment.Efficiently operates numerous pieces of technology to aid in video support and production.Works with streaming media and linear television encoders, routers and other broadcast tools in video support and production Assists Producers and Sr. Producers with assigned programming to produce requested live and taped content.May produce additional creative content in-studio and field video for more routine video projects.These production duties could include managing the shoot schedule, coordinating with interviewees/talent, advising on script development, and achieving production standards.Performs related duties as required by management to meet the needs of the cityTakes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies, and procedures.Reports all accidents and damage to city propertyResponsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.Work with many levels of City employees and be able to maintain a professional attitude, and professional presentation at all times. MINIMUM QUALIFICATIONSKnowledge of the principles and practices of television production.Skill in shooting and editing video in a high definition, digital workflowBasic knowledge of broadcast engineering, signal flow and use of broadcast equipment to maintain signal quality.Skill in digital, non-linear editing production equipment.Excellent interpersonal skills including the ability to establish and maintain effective working relationships with diverse people in an organizational context, and teamwork skills.Excellent skills in customer services.Excellent skill in verbal and written communication.Demonstrated ability to maintain composure while troubleshooting and resolving technical issues, sometimes under highly scrutinized situationsEstablished track record of meeting deadlines and performing high quality work under time pressure.Ability and willingness to maintain confidentiality of sensitive information.Ability and willingness to work assigned evenings, some weekends and in emergency activations as needed. This could include after-hours on-call work, pursuant to a team rotation schedule. PREFERRED QUALIFICATIONSPrior video production experience in community public television programming or video production environment.Prior crew supervisory experience.Prior experience in a live television environment as a director, technical director and/or camera operator.Strong skill in graphic design and animation.Knowledge in Adobe Creative Suite.Strong skill in multi-camera productions and studio operations.Knowledge and experience with streaming, OTT/IPTV solutions and remote broadcasting desired.FAA Drone Licensing Certification.Professional certification in broadcast/film production and/or a college degree in a related field. REQUIRED EDUCATION AND EXPERIENCEHigh school diplomaA minimum of two years of experience as production personnel in a television/broadcast production environment SUPERVISON Supervision Received: Creative Services Manager Supervision Exercised: None Working Conditions And Requirements Physical and Mental EffortSufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person.Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials.Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment.Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting.Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard.Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Work EnvironmentWorks primarily in a clean, comfortable environment.Works in a setting subject to continuous interruptions and background noises. Machines and equipment used include, but are not limited to the followingFrequently uses standard office equipment including personal computers, telephones, calculators, and copy/fax machines.Also, uses Video switcher, video camera control units, cameras, remote control cameras, digital editing systems, and character generators, lighting equipment, streaming media encoders, solid state media recording devices, audio mixing and capturing equipment and master control graphical user interface.
