Job description
Teksouth is seeking a skilled Program Manager/Lead Financial Analyst for on-site Financial Management analytical support in Miami, FL. You will be responsible for leading and supervising a diverse 6-member team supporting SOUTHCOM/J8 with financial analysis, budget execution, and data analytics. Active Secret Clearance is required.
Project Management Responsibilities
- Oversee and guide budget, audit, training, and data analytic operations assigned by the government client.
- Liaison between government personnel and your team.
- Assign roles, responsibilities, and workload to your team.
- Successfully manage the relationship with the client and all stakeholders.
- Effectively c ommunicate with team and government by telephone, in written form, e-mail, or in person
- Develop a detailed project plan to monitor and track progress in tasks and contract execution.
- Measure project performance using appropriate tools and techniques.
- Create and maintain comprehensive project documentation.
- Prepare and complete action plans.
- Make recommendations to strategic plans while continuously and periodically reviewing the achievement of operational objectives.
- Resolve issues, complete audits, identify trends, and determine system improvements.
- Perform other duties as assigned from time to time by the manager.
Financial Analyst Responsibilities
- Provide support for all facets of the Planning, Programming, Budget, and Execution
- Provide advice, assistance, training, and guidance on DOD financial processes including funds control, budgeting, audit compliance, and related information.
- Perform analysis and interpret financial data, statements, and reports.
- Assist the Comptroller, Budget Officer, and senior financial managers with tracking requirements, plans, and budgets through multiple financial systems.
- Support the client by managing, interpreting, and analyzing Enterprise Accounting Processes, Systems, Reports, and Statements.
- Provide training to USSOUTHCOM enterprise on FMO topics IAW the DOD FMR, DSCA, and Army standards.
- Provide technical training, admin support, and expertise for Enterprise financial systems GFEBS and DAI.
- Prepare special reports and financial studies for management and identify significant variances to plan.
- Coordinates, negotiates, and resolves financial compliance issues with various governmental agencies to ensure accurate interpretation.

Qualifications
- Bachelors Degree or years of experience
- Active Secret Clearance
- Skilled in Planning, People Management, and Performance Management
- Experienced in Process Improvement, Financial Planning, and Strategic Planning
- Excellent client-facing and internal communication skills
- Excellent written and verbal communication skills
- Solid organizational skills including attention to detail and multi-tasking skills.
- Five (5) years of experience working with a government Contracting Officer Representative and other government contract management personnel in the management of a government project.
- Five (5) years of experience in SAP and/or Oracle (ERP) Enterprise Resource, including at least (3) years of experience with GFEBs/DAI.
- Extensive knowledge of DoD/Army Financial Management processes and data
- Extensive knowledge of Army Accounting Information Systems (i.e. GFEBS, GCSS-Army, etc.)
- Soft skills (i.e. communication, written and oral) for employees under supervision, training, and client relations.
- Extensive knowledge of government contract management.
Nice-to-Have:
- Robust working knowledge of Microsoft Office
- Solid technical background with understanding and/or hands-on experience in software development and web technologies
