Academic Affairs is the largest of the vice chancellor areas at UC San Diego. Led by the Executive Vice Chancellor (EVC), it is comprised of seven academic divisions and schools, seven undergraduate colleges, the University Libraries and University Extension. The vice chancellor area also includes academic support units, as well as the units under the purview of the Vice Chancellors of Student Affairs and Equity, Diversity & Inclusion. Academic Affairs annually manages expenditures in excess of $750M, 3.7M ASF of space and employs over 13,500 academic, staff and research employees. The Office of the EVC is responsible for policy and procedure communication and implementation, resource administration, training and guidance, and program development for administrators, faculty, and staff within the EVC areas.
Reporting to the Director of the Academic Affairs Business Office, this position plays a leadership role in administrative functions in the Dean Designee's Office and Academic Affairs Business Office with independent oversight of assigned areas including budget and finance, academic personnel, human resources, and special projects. The Business Officer is a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues / problems without precedent and / or structure. The Quartet and the Academic Affairs Business Office supports several units within Academic Affairs.
Serves as primary planning and budget officer for the assigned units within the Quartet. Responsible for financial and other resource planning and analysis, including development of resource management policies and long range planning models. Provide leadership, policy development, risk assessment and strategic planning as part of the senior management team to help accomplish the goals and objectives of the Quartet and Academic Affairs Business Office. Provide in-person and consultative service in administrative management to department leadership. Assists the Director in strategic planning/implementation for administrative services within the Academic Affairs Business Office.
Manages and conducts the independent review and analysis of all academic personnel actions, including appointments, merits, promotions, appraisals, and administrative appointments for the units under the authority of the Sr. Associate Vice Chancellor for Academic Affairs/Dean Designee. Provides counsel to the Sr. AVC-AA, unit Directors, faculty, and departmental staff regarding academic personnel policies and actions, and makes significant contributions to academic personnel objectives in the Quartet units. Sees confidential documents of academic advancement and retention, provides analysis and recommendations, and carries out Dean Designee decisions. Participates in development, analysis and implementation of new Academic Personnel policies and processes. Provides day-to-day work direction for one Academic Personnel Analyst. This position will receive work direction from the Senior Associate Vice Chancellor, Academic Affairs (Sr. AVC-AA) in his Dean Designee capacity.
The broad human resource areas that the Business Officer typically focuses on are leadership, organization development, internal communications, policy and procedures, diversity of the workforce, recruitment and retention strategies, and staff development. The Business Officer leads recruitment and training in support of department business officers. Partners with the Director to manage all administrative operations.
Demonstrated experience with academic HR administration. Including thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.
Advanced knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management.
Demonstrated expertise in financial management and accounting principles to manage unit operational budgets and develop reports.
Demonstrated experience in short- and long-term strategic planning, analysis, problem-solving and customer service.
Strong understanding of Lean Six Sigma theories or similar business process development concepts, and demonst
