Description The Bureau of Climate and Environmental Health’s Community Sanitation Program (CSP) helps prevent avoidable death and morbidity through enforcement of the State Sanitary Code.The CSP provides a wide range of education, consultation and enforcement activities in areas and disciplines associated with all aspects of the state sanitary code, and other related regulations.
The Deputy Director of the CSP is responsible for assisting the Director to guide day to day program operations and ensure compliance with statutory mandates and departmental regulations related to housing, incarceration facilities like prison, police station lockup and secured youth housing, as well as farm labor camps, recreational camps for children, public and semi-public pools, ice skating rinks, family type campgrounds, disposition of human remains, and medical waste-management for health care facilities and the biotechnology industry.
Under the supervision of the CSP Director, this position provides leadership for CSP staff, including consultation and technical assistance for other state, and agency representatives, municipalities, various stakeholder groups and the general public. Additional responsibilities include helping to design, implement, reinforce, and evaluate sustainable, efficient and effective goals and initiatives related to program infrastructure, forecasting, planning, budgeting, permitting, hiring, training, inspecting, reporting and providing ongoing review of policies, procedures, regulations and standards.In the Director’s absence, the Deputy Director will assume all program and personnel oversight responsibilities.
Duties and Responsibilities (these duties are a general summary and are not all inclusive): Program Operations - Lead strategic planning and implementation. Identify, document and track opportunities to reach Bureau and program goals, assess scope, identify where challenges may exist and recommend possible approaches for resolution. Implement tracking and performance reviews of programs and staff to ensure goals are on track and achieved.
- Manage and mentor bargaining unit and managementstaff for the various programs and activities in the Community Sanitation Program to ensure that established goals and responsibilities are achieved, including statutorily required inspectional activities at correctional facilities, and police station lock-ups, as well as responsibilities at other state-owned facilities including swimming pools, family campgrounds and secured youth residential establishments.
- Identify unexpected developments, mitigate, and communicate risks to Bureau and DPH leadership.
- Working with partner BCEH staff and IT to modernize CSP program operations. Design and implement systems for data collection and tracking programmatic activities, including but not limited to, complaint investigations, as well as inspections. Implement web-based platforms that are accessible in a hybrid work environment and include regular reporting features and dashboards that highlight staff activities for managers and senior leadership.
- Support CSP staff and local health professionals to address and respond to sanitary code inspections and complaint investigations that are complex and/or contentious. Identify and communicate potential policy improvements based on investigation results.
- Supervise, mentor and evaluate bargaining unit staff, who are content experts, to ensure that they are current in their knowledge of state and federal requirements and best practices,and able to recommend and implement sound program policies and procedures, as well as regulatory development and revisions.
- Establish, revise, monitor, and evaluate program protocols and procedures, including complaint investigation protocols, for existing practices to ensure effective public health protective measures, especially for vulnerable populations, including but not limited to, inmates, incarcerated youth and migrant farm workers.
- Revise, expand and maintain consistent, clear and concise program specific standard operating procedures (SOP), as well as electronic and written inspection report formats and platforms. Monitor staff and programs to ensure that SOPs are followed.
- Interpret new and existing statutory and regulatory requirements that directly or indirectly affect the state sanitary code. Develop guidance for interpretation and procedures for implementation. Collaborate with the Office of General Counsel for complex legal matters and resolution.
Support, Training and Outreach Activities - Engage with other state, federal, local, industry specialists and community partners to communicate CSP goals and the Bureau’s mission, including the principles of climate resilience and environmental justice, and to resolve issues related to program’s regulation or policy.
- Guide CSP staff and partner with the Office of General Counsel to develop, review and revise all regulations under CSP authority.
- Manage and support ongoing efforts to modernize learning management systems for the Department to create classroom and field training curriculums for housing code enforcement and other sanitary code requirements in partnership with the Office of Local Regional Health and local health departments.
- Conduct regular review of existing program reporting formats. Work with IT and other BCEH staff to develop a consistent model approach for reporting inspectional field work and complaint investigation. Track appropriate output measures that are accurate and defensible in accordance with an internal quality control and quality assurance program. Ensure that all reports are in a professional and user-friendly format and published on-line.
- Collaborate with BCEH senior staff and communications staff to develop and modernize CSP web page, tool kits, and materials for vested parties.
- Represent the Department, Bureau and Community Sanitation Program on applicable committees and advisory boards.

Preferred Qualifications - Experience working managing a union workforce.

- Experience directing, managing and/or supervising multi-disciplined public health related regulatory programs.
- Knowledge of the principles of public health.
- Understanding of the utilization of resources in the collection, organization and interpretation of data.
- Ability to comprehend, apply and interpret the provisions of laws, regulations, policies, procedures, specifications, standards, and guidelines governing agency operations.
- Knowledge of the methods of general, statistical, and technical report writing.
- Exceptional organizational and time-management skills.
- Capacity to research effectively and be resourceful in problem solving.
- Capable to write and communicate concisely, to express thoughts clearly, and to develop ideas in a logical sequence.
- Willingness to collaborate with others to attain positive outcomes.

Qualifications MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
