About Colorado Energy & Carbon Management Commission (ECMC):
The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.

The Operations Program administers compliance with the engineering, environmental, field inspection, and planning and permitting related ECMC Rules as well as providing direction to the agency's information and applied technology program.

Description of Job

Position Summary:
Reporting to the Division Director (DD), the Deputy Director of Operations will have both internal and external facing responsibilities, ranging from client and project management to administration, and human capital. The Deputy Director will partner closely with senior leadership to chart ECMCs future growth and strategic response to the changing dynamics of ECMCs many operational functions and services.

Additionally, this position will:

• Define, implement and revise operational policies and guidelines for the organization
• Develop and execute new growth directives
• Work with the human resources department to create job descriptions, hire competent personnel, and develop and implement staff evaluation parameters
• Work with the Director, Deputy Directors and other leadership to ensure company-wide operational compliance
• Liaise with the community stakeholders, operators, and ECMC’s Commission regarding operational matters

Direct the Compliance, Engineering, Environmental, and Permitting/Planning Units: Oversee the performance of these operational units. Provide direction regarding policies, strategies, initiatives, process improvements, and rule interpretation/development.

• This position will work with the Unit manager to set cohesive project and annual performance management goals for the Unit.
• Developing or increasing its backlog of applications or compliance report reviews. This position must work with the Unit manager to determine the reason for the increase and authorize a solution, which could include leading a process improvement initiative, developing a policy to guide the compliance assessment, requesting more FTE, or reassigning work.
• The position authorizes expenditures and has signatory authority for the Director.
• This position will work with each manager to set the vision for improvement and accomplishing newly implemented requirements

Liaise with Operators:
Interface with Operators to understand how to most effectively lead the administration of Rules. Assess Operator concerns and identify opportunities to improve communications. Solicit information and ideas to improve user processes.

• This position must determine how to best engage with industry leadership.
• This position must routinely identify opportunities to solicit assistance from industry trade organizations.

Direct the Enforcement Unit:
Enforcement is required when operators fail to comply with rules being administered by the operations units. This Unit is tasked with pursuing compliance plans and/or penalties before the Commission.

• This position must work with the Enforcement Manager to prioritize cases and identify resources required to complete cases as well as set goals for and monitor the cadence of cases being heard by the Commission.
• Identify process improvement opportunities and make the necessary resources available to design the changes.

Liaise with Commission:
This position must determine how to best respond to questions, critiques, recommendations, or requests from the Commission related to operational processes.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM REQUIREMENTS: At least ten (10) years of professional experience in an occupational field related to the work assigned to the position. This experience could include, but is not limited to, operations management, energy and carbon management, natural resource programmatic management, energy-related policy and administration, or compliance and enforcement related to the oil and gas industry. OR At least six (6) years of professional experience in an occupational field related to the work assigned to the position. This experience could include, but is not limited to, operations management, energy and carbon management, natural resource programmatic management, energy-related policy and administration, or compliance and enforcement related to the oil and gas industry.
AND
Bachelor's degree from an accredited institution in a field of study related to the work assignment in related fields such as engineering, environmental science, mining, policy and administration, or operations management

SUBSTITUTIONS:

• Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
• Additional appropriate education will substitute for the required experience on a year-for-year basis.

• Operational experience in the oil and gas, geothermal, or underground injection control or gas storage as an employee or contractor to the energy developing industry.
• Engineering or professional scientist certification.
• Current or former State experience relevant to this position.
• Ability to define ECMC work processes and ECMC rules.
• Experience as a manager, providing leadership & direction, strategies, and goals and objectives to multiple staff units.
• Desire to crate an inclusive culture and workplace.
• Strong written and verbal communication skills
• Excellent research and presentation skills.
• Demonstrated project management experience.
• Ability to multitask while overseeing multiple simultaneous projects and stakeholders.
• Strong people skills including emotional intelligence and empathy.

Conditions of Employment:

• Must be willing to reside in Denver, Colorado by time of hire.
• Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position. • Must be willing and able to possess and maintain a State of Colorado Driver's License
• Must be willing and able to travel to out of town hearings of the ECMC.
• A current & valid Driver's license is required for operating a state vehicle,
• Occasional travel is anticipated.
