About Colorado Energy & Carbon Management Commission (ECMC):
The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.

The Operations Program administers compliance with the engineering, environmental, field inspection, and planning and permitting related ECMC Rules as well as providing direction to the agency's information and applied technology program.

Description of Job

Position Summary:
Reporting to the Division Director (DD), the Deputy Director of Operations will have both internal and external facing responsibilities, ranging from client and project management to administration, and human capital. The Deputy Director will partner closely with senior leadership to chart ECMCs future growth and strategic response to the changing dynamics of ECMCs many operational functions and services.

Additionally, this position will:

Direct the Compliance, Engineering, Environmental, and Permitting/Planning Units: Oversee the performance of these operational units. Provide direction regarding policies, strategies, initiatives, process improvements, and rule interpretation/development.

Liaise with Operators:
Interface with Operators to understand how to most effectively lead the administration of Rules. Assess Operator concerns and identify opportunities to improve communications. Solicit information and ideas to improve user processes.

Direct the Enforcement Unit:
Enforcement is required when operators fail to comply with rules being administered by the operations units. This Unit is tasked with pursuing compliance plans and/or penalties before the Commission.

Liaise with Commission:
This position must determine how to best respond to questions, critiques, recommendations, or requests from the Commission related to operational processes.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM REQUIREMENTS: At least ten (10) years of professional experience in an occupational field related to the work assigned to the position. This experience could include, but is not limited to, operations management, energy and carbon management, natural resource programmatic management, energy-related policy and administration, or compliance and enforcement related to the oil and gas industry. OR At least six (6) years of professional experience in an occupational field related to the work assigned to the position. This experience could include, but is not limited to, operations management, energy and carbon management, natural resource programmatic management, energy-related policy and administration, or compliance and enforcement related to the oil and gas industry.
AND
Bachelor's degree from an accredited institution in a field of study related to the work assignment in related fields such as engineering, environmental science, mining, policy and administration, or operations management
