Job description
OBXtek is seeking a highly qualified and motivated Senior Program Manager (Part Time) to support the Digital Modernization Center of Excellence. The Program Manager will be responsible for monitoring performance of current projects, building relationships with government clients, aiding and coaching project managers and monitoring the profit and loss of each contract.
Essential Functions include but are not limited to the following:
Business Development (Proposal Writing):
- Experience with writing proposals regarding project management practices, staffing, and transition planning.
Financial Program Management (Risk & Strategy):
- Tracks and monitors financial objectives by managing and understanding profit and loss, budgets, analyzing variances, initiating corrective actions and providing monthly progress reports.
- Responsible for creating and stakeholdering project forecasts.
- Responsible for completion of key contract administration activities in support of the Contracts and Subcontracts teams. Contract Administration activities include but not limited to the review & approval of invoices, approving timesheets, tracking and alerting engagement teams of scheduled deliverables, performing competitive pricing analysis in support of subcontract procurement.
Operational Program Management:
- Interface with PMs/Site Leads and employees within the CoE to monitor status of the project and ensure timely execution of project requirements and deliverables (such as project documentation and deliverables tracking, procurement and material tracking, customer/supplier invoice submission and issues resolution)
- Advise and assist PMs/Site Leads and customer(s) regarding the technical scope of contracts.
- Work with PMs/Site Leads, Contracting Officers (KOs), Contracting Officer's Representatives (CORs), and Program Offices for all contract performance issues. This includes shaping CPARS self-assessments in preparation for submission.
- Manages and directs ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in multiple SOWs.
- Assists with staffing requirements to ensure appropriate staffing levels to maintain Program operations.
- Oversees operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.
- Supports successful re-competes, organic growth of the current contracts, and identifying new business opportunities within current customer spaces.
- Meet with program office representatives who represent OBXtek, Inc. Discuss growth of programs to enhance and build teams to help secure the mission is successful.
- Attend meetings and conferences, as necessary.
Experience:
- Financial Planning and Strategy, Managing Profitability.
- 8-10 years of professional experience, with 5-7 years of experience managing multiple programs.
- Must have at least three (3) years of leadership/supervisory experience.
- Program Management – detailed understanding of contract types, Government contracting/procurement processes, and contract vehicles.
- Must demonstrate experience in general planning, evaluating, analyzing, and implementing government programs.
- Experience supporting DoD/DoS is preferred but not required.
- Excellent oral and written communication skills, including ability to communicate solutions effectively to both technical and non-technical audiences.
- Ability to multi-task between different programs.
- Attention to detail.
Education/Certifications:
- Bachelor’s degree (Master’s degree is preferred).
- Current Project Management Professional (PMP) Certification.
