Job description

Senior Manager of Proposal Operations supports growing business and will have a deep
understanding of a variety of government and commercial contractual environments, which
includes full end-to-end RFP proposal preparation and submission managing a team to ensure
timely development of the overall proposal process. The Senior Manager is responsible for all
aspects of the Proposal Operations and is a detail-oriented, focused individual who has
the ability to multi-task with ease. A strong knowledge of how to review and qualify
opportunities, help socialize opportunities to the appropriate growth/business leads, provide
support with data calls, industry days, development of proposals, white papers, and overall
promotion of capabilities. Report to the VP of Finance.

Job Responsibilities
This position engages with internal team such as Vice Presidents, Business Development and Sales Directors, and Program Managers, as well as external partners and customers at all levels in order to fully understand and articulate customer needs, corporate capabilities, and a variety of technical topics and service offerings.
Participate in development of long-term growth strategies in alignment with corporate priorities; Work across Sales, Marketing, Operations and Finance to inform positioning, product development, partnerships, sales support, and business strategy.
Participate in the development of competitive analysis (SWOT, win themes, differentiators, innovative response strategies, and risk mitigation plans) for individual opportunities and strategic planning.
Responsible for managing and supporting multiple proposals across lines of business simultaneously while customizing application of best practices to the unique needs of each bid
Support BD, capture and proposal team members in meeting responsibilities and deadlines.
Support development of technical and management white papers, sources sought, and Requests for Information (RFI)
Proposals are developed for a range of customers including Federal, State, Local and Commercial under tight deadlines.
Strong use of technology is expected to efficiently track and manage the proposal
pipeline.

Proposal Operations Responsibilities
Manage all aspects of proposals, including solicitation evaluation; compliance matrices; outlining; writing, editing, and consolidating input from other writers; team reviews; final document review, production, and delivery. Manage a team of 3-5 professional managers and writers.

Facilitate Bid/No-Bid decisions, recommending resource allocation and response strategy.
Ability to analyze solicitations to determine proposal requirements; develop compliant and responsive outline and provide to department head for timely approval of solicitation release; develop compliance matrix while coordinating with appropriate growth and service delivery teams to identify resources required to support capture or proposal effort.
Research, identify, and qualify target accounts through effective outreach methodologies and effective communication of our value proposition to customer and partners.
Develop targeted questions, consult with technical and program management staff to extract information necessary to develop technical and managerial solutions.
Work with technical staff to develop strategic win themes to carry over from statement of qualifications, proposals, and interview presentations.
Collaboration with Marketing and market research resources to benefit proposal and capture efforts.
Collaboration with Executive Team for input on major contracts, color team reviews, risk assessments, and approvals.

Your skills and qualifications:
Bachelor's Degree and minimum 5 years of proposal management in federal or international government contracting.
Disciplined, motivated professional who can work with cross-functional teams to meet deadlines.
Highly proficient with the MS Office suite.
Focused on Proposal tools such as Responsive/RFPIO, Hubspot, Loopio and/or GovWin
Strong written and oral communication skills.
Familiar with Shipley or similar industry best practices for capture management.
Demonstrated track record of proven success in the design and implementation of sound business development, teaming, and capture strategies.
Demonstrated ability to close new customers.
Highly proficient in Microsoft Office products
Experience working on proposals
Excellent verbal and written communication skills are a must.
Experience working with senior management and organization's multiple disciplines (technical, product management, marketing, pricing, contracts).
Strong communication (verbal and written) and strong organizational skills
Ability to prioritize multiple tasks in order to meet schedules

Preferred Skills:
Advanced degree in Management, or relevant field
7 + years of experience
Knowledge of policies, practices, trends, technology, and information that may impact business performance in the US
Flexible, able to work as an individual or on a team and have flexibility to work non-traditional hours when necessary to meet deadlines.
