About This Position

ChristianaCare is searching for a Procurement Contract Specialist to manage an assigned portfolio of procurement contracts for the organization. This position will analyze data to identify cost reduction and IDN aggregation opportunities within their assigned commodity portfolio, coordinate bid/RFQ projects, and makes purchase awards for their assigned portfolio. The Specialist will also assure purchasing decisions meet Supply Chain Services and Legal policies and procedures as well as develops financial analyses that quantify the cost impact of Group Purchasing Organization (GPO) contract offerings and locally negotiated opportunities. This position will also perform data maintenance around pricing and other contract components within the supply chain software solutions.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
Manage an assigned portfolio of procurement contracts (GPO and locally negotiated) to assure that all contracts are reviewed and appropriate action taken prior to contract expiration date.
Review contract for standard Terms and conditions.
Develops financial analysis that identify cost savings opportunities (both GPO and locally negotiated) and guide decision making for assigned portfolio of contracts.
Coordinates with Value Analysis representatives and departmental personnel across facilities and prepares cost analyses needed to make effective product decisions and conversions.
Prepares contracts to load into Supply Chain's contract database.
Ensure all contract pricing is loaded into the item master accurately and timely.
Develop and publish RFP's for contract opportunities.
Conduct RFP evaluation analysis for supplier submissions for RFP award scenarios.
Maintains data within Supply Chain software solutions to maintain pricing and other contracting components in an accurate, current manner.
Reviews, approves denies non-contract requisitions in the Supply Chain software solutions.
Maintains working knowledge of the procure to pay process
Utilize EDI technology, resolve ordering/invoice discrepancies with vendors.
Resolve pricing discrepancies with Accounts Payable.
Provide customer service support for contract and item questions.
Monitor vendor performance and develops vendor partnerships to maximize cost savings and service levels.
Must maintain proficiency in the use of MS Word, Excel and Outlook.

EDUCATION AND EXPERIENCE REQUIREMENTS:
High school Diploma required.
Two (2) years of related administrative/vendor relationship experience.
Associate or Bachelor Degree, Preferred.
2 years experience in a supply chain, vendor management or financial analysis preferred.
Experience in healthcare environment preferred.
Equivalent combination of education and experience maybe substituted.
