JOB DESCRIPTION

DIRECTOR OF HUMAN RESOURCES

JOB SUMMARY:

The Director of Human Resources Manager is directly responsible for the overall administration, coordination and evaluation of the Human Resources function.  He/She will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organization's mission and talent strategy.

DUTIES AND RESPONSIBILITIES

Supervisory Responsibilities:

Recruits, interviews, hires, and trains new staff in the department.

Oversees the daily workflow of the department.

Provides constructive and timely performance evaluations.

Handles discipline and termination of employees in accordance with company policy.

Supervises the staff of the human resources department with recruitment, orientation and termination processes to promote retention, ensure compliance and efficiency.

Develops human resources operations financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances in human resources

Oversees orientation procedure for onboarding new hires and training them to meet the needs of the agency.

Supports management by providing human resources advice, counsel, and decisions; analyzing information and applications.

Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.

Coordinates or conducts exit interviews to determine reasons behind separation.

Directs recruitment practices to reduce turnover ratio and improve retention.

Preforms employee satisfaction surveys.

Create and implement employee relations policies to help increase employees’ job satisfaction.

Develops and maintains employee recognition and appreciation programs.

Communicates changes in agency personnel policies and procedures and ensures proper compliance is followed.

Recommends, evaluates and participates in staff development for the agency.

Develops and maintains a human resource system that meets agency personnel information needs.

Participates on committees and special projects and seeks additional responsibilities.

Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.

Manages human resources operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions.

Participates in all CARF Accreditation requirements that involve Human Resources.

Responsible for promoting and protecting individual rights, especially the right to freely make and express preferences in choices regarding their daily living and care, as long as such rights/choices are not detrimental to the individuals’ wellbeing.

Performs all other duties that may be assigned.

Qualifications

Required: Bachelor’s degree or equivalent plus 5 years of related experience or training, or an Equivalent combination of education and experience.  He/she must have knowledge of and experience supervising and managing a professional staff. Experience as a trusted resource as a member of a senior level executive team. Experience managing multiple locations is a plus for the HR director job candidates. He/she must have excellent communication, organization leadership, computer and planning skills.

Preferred: Master's degree in Business Administration.

Additional Eligibility Qualifications: SHRM-CP or SHRM-PHR certification
