Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

The State Water Resources Control Board’s Office of the Delta Watermaster has an opening for a Staff Services Manager I (Specialist) who will act as the Office’s Communications and Outreach Specialist. The position is located at 1001 I Street, 14th  Floor, Sacramento, CA 95814.

Under the direction of the Delta Watermaster, the Communications Outreach Specialist will be the “first responder” to receive, triage (respond, refer or seek clarification), and track internal and external constituent requests related to administration of water rights in the Sacramento-San Joaquin River Delta. The incumbent will conduct water rights research and provide effective communication services for and information dissemination to the public.  See a further description of the position in the attached Duty Statement.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length , using (Arial font, size 12), and normal margins.

Please describe your qualifications in regard to each of the items below.

1.  Briefly indicate your level of understanding of the California water rights system, or your interest in learning about and assisting with the administration of the water rights system.

2. Describe your abilities and experience related to constituent outreach and customer service.

3.  Describe your relevant experience in developing and/or maintaining a website.

4.  How familiar are you with the Delta and agricultural irrigation practices generally? How interested are you in gaining a detailed understanding of these topics?

5.  Describe your experience in using Microsoft Office applications (e.g. WORD, Excel, PowerPoint) and any specialized tools including Google Earth, LandVision, or mapping applications (e.g., GIS).
