Join the Oregon Department of Land Conservation and Development (DLCD) as the Grants & Periodic Review Administrative Specialist (Administrative Specialist 2) in our Community Services Division. The Grants & Periodic Review Administrative Specialist assists the Community Services Division in administering the general fund grant program and to provide administrative support to division manager and staff. This position is the principal position fulfilling public records requests and managing the post-acknowledgment plan amendment database. This position also provides administrative support to the Planning Services Division and Director’s Office and performs research, analysis, and/or evaluation in support of the program. A day in the life. As the Grants & Periodic Review Administrative Specialist you will:
Administer the technical assistance grant program and assist grant program managers and individual grant managers in providing department grant assistance to local governments and other grantees.
Negotiate interagency agreements with other state agencies to obtain matching funds for grants.
For federal grants, participate and assist with subrecipient monitoring evaluations, risk assessments, and field monitoring procedures. for federal grants.
Accomplish initial intake of local government submittals to the post-acknowledgment plan amendment database, and respond to local government inquiries and assist local governments with issues regarding submittal of post-acknowledgment plan amendments into the database.
Respond to requests for public records from the public and other units of government and ensure compliance agency policy and state law.
Assist division staff in understanding and adhering to state and department policies and procedures.

Minimum Qualifications
Three years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis; OR
An associate degree in general office occupations and two years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis; OR
An equivalent combination of education and experience.
We’re Also Looking for:
Strong communication and interpersonal skills to facilitate understanding, resolve disputes, and help promote consensus and teamwork among department staff.
Thorough knowledge, skills, and abilities in department and state administration policies, procedures, and requirements.
Experience and skill in organizing complex written and financial material and reports, making presentations to department staff and responding to inquiries and questions from local governments, other agencies, and the public.
Knowledge of and ability to use computers and navigate online content.
Experience and ability to provide exceptional customer service.
Ability to establish and maintain effective working relationships with staff at all levels of the organization and carry responsibilities independently with an awareness of human resources services issues and sensitivities.
Spanish language fluency. Individuals with fluency in other languages are also encouraged to apply.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
