Job description
Team Carney, Inc. is seeking an experienced Program Control Analyst (PCA) to serve as primary support to the Program Manager (PM) i n duties related to financial, performance, planning, tracking, and reporting functions of a select portfolio of programs. The PCA functions as a key person to perform root-cause analysis on programs, report findings, and make recommendations to PM, management, and other stakeholders.
Remote work location, 8-5pm EST. Travel is minimal.
Job Responsibilities
- Review contracts, prepare contract briefs, track contract changes, value, funds.
- Participate in the planning, tracking, and reporting of projects of varying contract types, sizes, complexity, and levels of risk (i.e., Cost Plus, and FFP).
- Support Contract Kickoff activities to include briefings, tasks, work breakdown structures (WBS), plans, resource allocations, and deliverables.
- Develop and monitor budgets, estimates-at-completion (EAC), and burn rate analyses.
- Utilize Costpoint Planning, Projects for program budgets, EACs , tracking and reports.
- Monitor and control costs and schedules on contracts.
- Review project charges to ensure timely, accurate and within contract terms, POP (Period of Performance), and WBS. Charges include timekeeping, vendor, subcontractor invoices.
- Review customer billing invoices and supporting backup for the PM.
- Assist PM with Monthly Status Reports, CDRLs , customer reports, Monthly Reviews.
- Develop monthly financial program reports metrics and trends. Present written and verbal reports of financial analysis, contract updates to PM and management.
- Respond to routine and ad hoc requests for analyses, financial reports, and inquiries.
- Support annual program budget development in coordination with PM and Finance.
- Maintain staffing / resource allocation with tracking and reports of billable team.
- Develop financial support for add-on and new work effort solicitations as requested.
- Work independently and contribute to an integrated team.
- Regularly interface with PM, management, employees, customers, vendors, and team.
- Provide excellent customer service.
Minimum Requirements
- Bachelor’s degree is required, preferably in Accounting, Finance, or Business Administration.
- 3 + years of Finance / Accounting, P rogram Control experience, preferably in government contracting environment supporting several projects.
- Working knowledge of government contract types (i.e., Cost Plus, T&M, FFP).
- Hands-on experience with financial systems and tools including Costpoint, IBM Cognos Analytics, or related.
- Experience with Microsoft Office Applications (Excel, Word, Project, and Power Point).
- Microsoft Excel proficiency is on an advanced level (VLOOKUP, SUMIF formulas, pivot tables, and so on) is essential.
Preferred Requirements
- Experience forecasting financial data for programs and preparing profit models.
- Working knowledge of Costpoint Project, Planning modules and Business Intelligence.
