Job description
Background: In early July 2023, a mass shooting by a gunman occurred in the Kingsessing neighborhood of Philadelphia, Pennsylvania that killed five people and injured two people. As a direct result, pursuant to the to the Antiterrorism and Emergency Assistance Program (AEAP) of the United States Department of Justice’s Office for Victims of Crime (OVC), a Community Resiliency Center (CRC) is forming to address the long-term impact of this horrific event on victims, survivors, and community members. The Kingsessing Heals CRC will offer service navigation, case management, and behavioral health support for victims and families in an established location in Kingsessing. The Kingsessing Heals CRC will provide a safe and supportive healing environment for affected individuals and groups seeking improved emotional and physical health related to the trauma they experienced as a result of the mass shooting. While there are often behavioral health needs, the Kingsessing Heals CRC is not a mental health facility but rather a location to facilitate service coordination.
In collaboration with OVC and the Pennsylvania Commission on Crime and Delinquency’s (PCCD) Office for Victim Services, the Kingsessing Heals CRC is overseen and directed by the Kingsessing Heals CRC Advisory Board. Anti-Violence Partnership of Philadelphia and its Board of Directors maintain fiduciary and administrative responsibilities for the operation and performance of the Kingsessing Heals CRC.
The Kingsessing Heals CRC is funded by an AEAP grant through June 2026.
Summary: The CRC Executive Director serves as the operational leader responsible for achieving the CRC’s mission and directing its day-to-day activities. As the key operator of the CRC, the CRC Executive Director will provide visionary leadership to inspire and guide the CRC toward the achievement of strategic goals and objectives, as determined in collaboration with the Kingsessing Heals CRC Advisory Board, to advance the CRC’s mission and maximize its impact. Key responsibilities include program administration and evaluation, grant management, staff development and leadership, financial management, compliance, strategic planning, fundraising, communications, and community engagement. The CRC Executive Director may have the responsibility for direct service delivery as well.
This position is a collaborative hire with oversight by the Kingsessing Heals CRC Advisory Board and Anti-Violence Partnership of Philadelphia Executive Director and Board of Directors. The Kingsessing Heals CRC Advisory Boardhas the responsibility of setting the goals and direction of the Kingsessing Heals CRC. The Executive Director hires and works with staff to meet the goals set by the Kingsessing Heals CRC Advisory Board . The performance of the Executive Director will be evaluated by the Kingsessing Heals CRC Advisory Board . TheExecutive Director will be responsible for evaluating staff.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Oversees all program-related activities, as determined in collaboration with the Advisory Board, including, but not limited to, outreach, advocacy, clinical support, consultation, referrals and direct care to impacted individuals, families, and community members.
- Ensures efficient and effective program delivery.
- Develops community-based resources for victims and their families such as short-term financial assistance, etc.
- Maintains and distributes resource listing for clients and community members.
- Oversees client outreach and referral management.
- Addresses concerns or complaints from clients served.
- Develops memoranda of understanding (MOU) with partner agencies, with approval by the Kingsessing Heals CRC Advisory Board.
- Manages organizational development activities, including proposal development and fundraising, to ensure effective results and meet both annual and long-term financial goals.
- Represents the CRC at any state, regional and national conferences, forums or meetings as appropriate.
- Supports any requests for a variety of reports and presentations related to the outcomes of the project.
- Oversees appropriate use of social media and other communication media.
- Ensures current and complete records for clients including assessment and evaluation information, release of information and consent to treatment forms, if applicable, as well as initial and updated treatment plans, progress notes and correspondence.
- Initiates and maintains contact (as needed) with referral sources.
- Initiates and maintains contact with other professionals who may be support resources for clients, including, but not limited to, other community-based victim service groups, social service agencies, and clergy.
- Performs any other activities that may be assigned in the best interest of the Kingsessing Heals CRC.
- Attends community events as requested and required.
- Serves as an ex-officio member on the Advisory Board and all Committees.
Administrative Responsibilities :
- Records hours worked, maintains a public calendar, and submits bi-weekly timesheet promptly.
- Completes other forms and paperwork as requested and required.
- Conducts activities in compliance with AVP’s confidentiality policy and all applicable federal and state laws, including HIPAA, mandated reporting, the Pennsylvania Commission on Crime & Delinquency’s (PCCD) Victim Services Program Standards, and the Victim Services Code of Ethics.
- Assures protection of client confidentiality by appropriate storage of client information and sharing of such data in accordance with AVP’s confidentiality policy and all applicable laws and regulations.
- Attends CRC Advisory Board and Committee meetings and other meetings as requested and required.
- Learns about new developments in the field by reading professional literature, attending courses and seminars, and establishing and maintaining contact with other social service agencies.
- Maintains appropriate professional boundaries.
- Completes a minimum of 40 hours of training in first year; minimum of 10 hours of training annually in following years.
Requirements
Education & Leadership Experience:
- Bachelor’s degree in a related discipline and minimum five (5) years of leadership experience in a nonprofit or related field preferred. A Master’s degree in a related field or higher education experience may be substituted for two (2) years of experience.
- Consideration will also be given to candidates with demonstrated leadership experience at a community-based organization or related field in lieu of formal educational qualifications.
Experience:
- Experience coordinating projects of similar size and scope with minimal guidance and supervision.
- Experience with comprehensive program design and implementation strongly preferred.
- Experience supervising multidisciplinary teams.
- Grant management experience.
- Experience in planning, implementing, and managing comprehensive fundraising campaigns is preferred.
- Experience working with children, adults and families that have experienced trauma and/or grief and loss strongly preferred.
- Experience with and/or knowledge of the affected locality’s current programs and services preferred.
- Experience with and knowledge of relevant subject matter such as community violence, crisis intervention, public sector responses, Community Health Care model, and long-term recovery.
Knowledge:
- Knowledge of trauma and/or grief loss and the impact on individuals, families and communities.
- Knowledge of trauma-informed care and practices.
- Knowledge of community and/or mass violence and the impact to victims, family members, responders and the affected community.
- Knowledge of applicable policies and practices regarding victim services preferred.
- Knowledge of applicable laws, rules and best practices regarding appropriate use of social media.
Skills:
- Strong, trauma-sensitive oral and written communication skills, including communications with the media and the public.
- Proficiency in Google Workspace and Microsoft Office Suite.
- Demonstrated ability to communicate clearly and effectively with clients, program partners, government agencies, evaluators, and community stakeholders of all demographic and professional levels.
- Demonstrated ability to successfully deliver culturally responsive services to communicate and effectively interact with people across cultures, ranges of ability, genders, ethnicities, and races, using knowledge of the history of discrimination in the United States, particularly as it relates to race and racism, and how this history has led to disparities experienced by marginalized communities such as BIPOC, people with disabilities, LGBTQ+ communities, immigrants and others. Experience in delivering services in Philadelphia preferred.
