FosterThomas, Inc. is a leading Human Capital Management Firm. We are assisting our client in their search for a Payroll Manager, based out of Auburn Hills, MI.
Position Summary: Oversees the day-to-day operations of all payrolls, tax, and associated systems to ensure wage and hour compliance is met for 3,500 + employees weekly. Ensures system controls and rules are implemented properly and audits Payroll Operations weekly to ensure processes are being followed and any issues that may arise are resolved. Provides training and coaching to payroll processors in the plants and processes payroll as a backup when needed. Responsible for determining root cause through quality processes when criteria for decision have been met. Through this process, communication, and drive process improvements to our location operations. Provides education to ensure end-to-end ownership is adopted among the locations.
Oversee several key control areas within payroll, along with areas of possible risk to the company including enforcement of policies, auditing, education, best practice implementation, training, and coaching location staff to ensure end-to-end ownership is adopted. Recognize and understand pay rules within the Collective Bargaining Agreements for the union facilities and enforce proper rules and regulations.
Maintain documentation of all payroll controls and procedures; coordinate and manage the production of all audit deliverables relating to payroll and related systems; and provide customer service to and create strong working relationships with all locations within the company. Works closely with the accounting department on reporting and audits. Assist employees timely with issues/concerns and any special payroll requests. He/she is also required to research and stay abreast of new regulations regarding compliance and payroll tax matters for the US. Coordinate the design of changes to the payroll system, if necessary, to support all requirements.
Essential Job Functions: - Overseeing operations of the Payroll System and plant teams, to ensure wage and hourly regulations and policies are followed.
- This position will be involved with payroll training, focusing on possible risks, root causes, and solutions.
- Responsible for auditing key controls and processes around operations to reduce or limit risk for the company, as it relates to Payroll.
- Requires continuous education on any tax and withholding compliance rules and regulations for the US and is responsible for accuracy and ensuring all year end requirements are met on time.
- Responsible for resolving payroll regulatory issues and maintaining strong relationships between our HR Teams and Corporate HR Team.
- Responsible for overseeing the preparation, timeliness, and accuracy of all year-end processing for 3,500+ plus employees, including W2s, auditing of Federal, State, and local returns for Tax compliance.
- Responsible to recover any errors in over payments of employees in a timely manner.
- Responsible for the legal compliance of overtime FLSA regulations for hourly and nonexempt employees.
- Ensure that confidential employee information is properly protected at Corporate and location levels, and that confidentiality of all payroll-related information and employee information is adhered to at both Corporate and plant locations.
Qualifications: - Bachelors in business or finance preferred.
- At least five years of payroll experience.
- CPP Designation preferred.

- Working knowledge of other Microsoft Office products (Word, PowerPoint, and Outlook).
- Compliance– Strong knowledge of Federal, State, and local regulatory compliance around payroll to understand and be able to enforce standard operating procedures, with controls. In-depth knowledge of laws around garnishments, subpoenas, and payroll compliance in the US.
