The starting pay for this position is $28.18 - $38.09 per hour.



The State of New Hampshire, Office of the Advocate for Special Education has a full-time temporary vacancy for a Special Education Analyst. This position is a 37.5 hour work week and is exempt.

Scope of Work: Coordinates communication with families as well as maintains knowledge of special education initiatives and policies to offer support and understanding.

18 Months of additional relevant experience = Associate's degree

36 Months of additional relevant experience = Bachelor's degree

54 Months of additional relevant experience = Master's degree

MINIMUM QUALIFICATIONS

Education: Master’s degree from a recognized college or university with a major study in health care administration or public administration, or related policy development field.

Experience: Three years of professional experience in a planning and/or analyst capacity at the state or local level in the area of program evaluation, coordination or plan development. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

License/Certification: Possession of a valid driver’s license and/or have access to transportation for statewide travel.



PREFERRED QUALIFICATIONS

Experience with special education protocols and procedures as an advocate, a parent, or a student. Preference will be given to those with professional or academic experience in data analysis, predictive analytics in child welfare, child welfare or juvenile justice data collection, management and analysis; advanced research and analysis; outcomes analysis, implementation science, health data and health services evaluation and analysis.

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.

Responsibilities:



Receives, processes and reports citizen complaints regarding the delivery, access to, or quality of state and state-funded services to special education. Escalates complaints to the Advocate and Department of Education as required and offers solutions to common complaints and concerns.

Maintains knowledge of laws, regulations, and special education serving agency policies. Utilizes metrics to draft new policies and procedures to support special education initiatives involving outreach and community support.

Receives initial intake communication from families and utilizes knowledge to guide the conversation toward the specific needs of the family and retrieve all necessary information for the case manager to continue with support. Provides guidance on initial steps for a family's special education inquiry and documents common inquiries for training reference.

Attends IEP meetings to offer guidance and support to families by communicating clear needs of the special education family to all administrators, educators, community workers, and other parties involved in the student’s success. Escalates cases requiring dispute resolution to the Advocate.

Coordinates relevant trainings for special education families regarding educational programs in their area, support groups involving other families, and communicating needs for students. Develops additional training to share additional required knowledge about the special education process, including paperwork completion, communicating with administrators and educators, and supporting a student through the process.

Attends meetings and committees at the direction of the Advocate, makes public speeches and testimony as an agent of the Advocate of Special Education promoting the best interests of special education and the mandate and mission of the Advocate of Special Education.

Performs outreach to state-funded special education-serving agencies and programs, as well as other Special Education collaborators to create and strengthen partnerships.

Maintains Office of Advocate of Special Education website based on content provided by Advocate.
