The Florida Digital Service was established to propose innovative solutions that securely modernize state government, including technology and information services, to achieve value through digital transformation and interoperability, and to fully support the state’s cloud-first policy. It is also the lead entity responsible for enterprise cybersecurity.

Position Overview and Responsibilities:

The Program Management and Oversight Director, reporting to the Chief Technology Officer, is a pivotal leadership role within the Florida Digital Service (FL[DS]). This individual is responsible for spearheading and directing a team that excels in enterprise program management, project management, and project oversight. The primary focus is on the successful execution and monitoring of technology projects across the Florida state enterprise, ensuring they align with state goals and technology standards.

• Lead, mentor, and develop a high-performing team of program and project managers.
• Foster a collaborative work environment conducive to effective team performance and individual growth.
• Oversee the planning, implementation, and tracking of multiple complex technology projects.
• Develop and maintain comprehensive program strategies, integrating multiple project schedules and milestones.
• Ensure rigorous oversight of technology projects, monitoring progress against goals, budget, and timelines.
• Identify risks and implement risk mitigation strategies to ensure project success.
• Liaise with department heads, government officials, and external agencies to align project objectives with state priorities.
• Communicate effectively with stakeholders at all levels, providing clear, timely, and transparent project updates.
• Allocate resources efficiently, balancing workload and priorities across the team.
• Manage the budget for program management activities, ensuring cost-effectiveness and fiscal responsibility.
• Establish and enforce quality control standards for all projects under management.
• Conduct regular reviews and audits to ensure compliance with state and federal regulations.
• Implement continuous improvement strategies to enhance project management methodologies and tools.
• Stay abreast of emerging technologies and industry trends to drive innovation within the department.

Minimum Qualifications:

Minimum of 10 years of experience in program management and project oversight, with a proven track record in managing large-scale technology projects.

Preferred Qualifications:

• Desirable education: A bachelor’s degree in business administration, computer science, information technology, or a related field. A master’s degree is highly preferred.
• Desirable certifications: ITIL
• Highly desirable certifications: Certified ScrumMaster (CSM), Program Management Professional (PgMP) , CISSP, or equivalent certification.
