Description:
The Systems Programming Consultant position is responsible for providing a broad range of software and systems programming support and guidance to assure the highest data quality to enhance the integrity of the Bureau of Educator Certification’s management system (Versa). This position will assist with critical projects or initiatives, particularly those with a high priority implementation timeline.

General Responsibilities:
- This position will work closely with the Operations Director and collaborate with the Division of Technology and Innovation (DTI) on Bureau priorities and programming requests.
- This position will provide guidance to the Bureau regarding updates to the Versa system.
- This position will collaborate with internal and external stakeholders to understand business requirements and troubleshoot technology issues.
- This position must work independently in a fast-paced environment.
- Attendance is an essential function of this position.
Specific Responsibilities :
- Collaborate with the Operations Unit management team on the implementation and achievement of operational goals to effectively support the needs of the Bureau.
- Serve as liaison with the Northwest Data Center, DTI, external firms for the development and implementation of database and system modifications and enhancements, such as the management information and scheduling systems used to direct and control the distribution of workflow.
- Conduct training sessions with BEC staff on the database, technology applications and optical imaging system for the purposes of sharing information regarding updates, modifications, or enhancements.
- Review Bureau processes to ensure that activities and operations comply with current laws, regulations, and policies.
- Prepare reports and other documents in accordance with Bureau policies and procedures.
- Analyze and test technology system enhancements to identify errors and ensure conformance to data quality standards.
- Serve on the BEC policy development workgroup to incorporate certification data and operating systems priorities.
- Formulate, recommend, and coordinate the implementation of modifications to existing certification systems and processes with other offices and units to comply with changes in statutes, and rules.
- Prepare documentation related to standardized data quality management practices and procedures.
Knowledge, Skills, and Abilities:
- Knowledge of computer programming languages.
- Knowledge of the methods of data collection and analysis.
- Knowledge of understanding software workflow.
- Proficiency in keyboarding and operating technology systems.
- Ability to analyze various components of Bureau processes to anticipate and troubleshoot technology related issues.
- Ability to streamline development processes.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational practices.
- Ability to introduce new ways of thinking and encourage collaboration among technology teams.
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to educator certification technology.
- Ability to prioritize collaboration and workflow over individual productivity.
Minimum Qualifications:
- Associate or bachelor’s degree in Coding, Computer Science, Industrial Engineering, Software Development, or Information Technology.
- Software or hardware certifications.
Preferred Qualifications:
- Bachelor’s degree or higher in Coding, Computer Science, Industrial Engineering, Software Development, or Information Technology.
- Certification in any of the following areas:
- Microsoft Certified (MC)
- C/C++
- Certified Information Systems Security Professional (CISSP)
- Certified Systems Engineering Professional (CSEP)
- Information Systems Security Management Professional (ISSMP)
- Java
- Management Consultant Professional (MCP)
- Structured Query Language (SQL)
- Tableau software experience.
