Summary This position is part of the Defense Threat Reduction Agency. Responsibilities As a PROGRAM MANAGER at the GS-0340-13 some of your typical work assignments may include: Manages the planning, development, design, implementation, and sustainment of DTRA business related programs. Assures that the projects stay focused on customer requirements. - Develops detailed project plans, tasks, schedules, and identifies milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish objectives. Serves as the Contracting Officer Representative (COR) when assigned. Initiates acquisition and funding documents in a timely manner to avoid contract performance interruptions when exercising contract modifications, options, and complete contract closeout. Generate, implement, and manage Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), and Interservice Support Agreements (ISAs) to provide for recurring facilities, logistics and engineering requirements. Manage the Agency's Official Representational Fund (ORF) Gift program. Execute the Component head responsibilities and guidance for the use of ORF as a method to support official courtesies for the purpose of maintaining the standing and prestige of the United States and the DoD with military dignitaries, civilians, and officials of foreign governments. Requirements Conditions of Employment Qualifications You may qualify at the GS-GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service. Experience preparing purchase request packages and establishing support agreements. Experience with or skills and abilities to manage an Official Representation Fund. Currently or previously assigned, trained, and certified as a government purchase card holder. Served as a Contracting Officer's Representative. Skilled in oral and written communications in order to provide updates and prepare information papers, policy and procedural statements Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
