General Statement of Duties

Responsible for the day-to-day and strategic management of the staff and resources for Information Technology's Low Voltage teams including managing staff and resources for one or more specialized systems (e.g. network cabling, video surveillance, audio/visual Technology, etc.) or projects (limited life with begin/end) teams working in assigned functional areas; supervises one or more assigned first line supervisors/IT Managers; performs related work as assigned.

Essential Duties

As an IT Manager II specializing in Low Voltage Systems, specifically copper and fiber cabling, security camera infrastructure, video surveillance management, and audiovisual installations, you will oversee the planning, execution, and delivery of projects related to these technologies. This role will involve coordinating with other county departments/divisions, county capital and renovation projects, subcontractors, vendors, and internal teams to ensure that projects are completed on time, within budget, and to the highest quality standards. Strong leadership, technical expertise, project management and excellent communication skills are essential for success in this position.
1. Team Leadership and Management:
• Lead a team of cabling and network technicians, and subcontractors involved in low voltage system installations such as infrastructure cabling, A/V installations, and security camera design and installation.
• Responsible for the effective supervision of assigned direct reports (IT Managers) including scheduling, performance, evaluations, making project related decisions as needed, managing resources, managing priorities, and other related activities not limited to selection, training, coaching, mentoring, providing feedback, disciplinary actions and providing development opportunities.
• Assists direct reports with the effective supervision and management of their assigned staff and resources.
• Oversees the integration of software, hardware and related components into centralized IT supported systems and assures effective equipment and software use and preventive maintenance.
• Assign tasks, set project priorities, and provide direction to team members to ensure efficient project execution.
• Foster a collaborative work environment, promoting teamwork, communication, and knowledge sharing among project stakeholders.
• Responsible for managing in-line supervisor(s) and multiple employees on different projects across different disciplines.
• Maintain and provide core team performance metrics to IT management on a regular basis.
• If required, initiates disciplinary action for those employees working under him or her.

2. Project Planning and Coordination:
• Have a good understanding of County organizational structure, processes, and procedures.
• Collaborate with clients to understand project requirements, objectives, and timelines for low voltage system installations.
• Develop comprehensive project plans, including scope of work, schedules, budgets, and resource allocation.
• Knowledge of County Capital Project planning process and project lifecycles.
• Coordinate with subcontractors, vendors, and internal teams to procure materials, equipment, and resources necessary for project execution.
• When competing timelines and projects occur, you must be able to prioritize projects and offer alternate project solutions such as external vendors. This level of prioritizing requires an excellent understanding of County departments and County needs.

3. Technical Oversight and Quality Assurance:
• Firm understanding of both County and industry standards for cabling technologies desired.
• Provide technical expertise in low voltage systems, including copper and fiber cabling, security camera infrastructure, video surveillance management, and audiovisual installations.
• Initiates and monitors installation standards, and technical and supervisory training (OJT) sessions for Technicians and junior crewmembers.
• Knowledge and enforcement of IT Cabling Standards with all vendors and county capital project teams.
• Conduct regular site inspections and quality checks to ensure adherence to county IT and industry standards, client specifications, and regulatory requirements.
• Assist in troubleshooting technical issues and provide guidance to resolve challenges encountered during the installation process.
• Ensures the quality of workmanship, safety, and documentation per project. Performs quality and safety observations on team projects on a regular basis.

4. Client Communication and Relationship Management:
• Serve as the primary point of contact for both internal and external clients, maintaining regular communication to provide project updates, address concerns, and manage expectations.
• Manage client relationships effectively, ensuring high levels of satisfaction and seeking opportunities for additional project engagements or referrals.
• Collaborate with clients to identify evolving needs and recommend solutions to enhance low voltage systems and infrastructure.
• Liaison with department staff to provide necessary support to ensure access, operability and end user functionality efficiently supports departments' operational needs.
• Liaisons with IT staff for cross-functional impact.

5. Budget and Cost Control:
• Monitor team and project budgets, expenses, and resource utilization to ensure projects are completed within budgetary constraints.
• Knowledge of County procurement policies and procedures.
• Identify cost-saving opportunities and implement measures to optimize project efficiency and profitability.
• Provide accurate financial reporting and forecasting to senior management and stakeholders as required.

Minimum Qualifications

Four (4) year degree in a relevant IT field and eight (8) years of progressively more complex and responsible experience relevant to assigned IT functional area(s) of responsibility, including two (2) years of previous supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
